John McGarvie
John McGarvie (1795 – 12 April 1853)Jean F. Early life and education McGarvie was born in Glasgow, Scotland, and was educated at Glasgow University, where he graduated. In 1840 the University of Glasgow awarded McGarvie an honorary Doctor of Divinity for his lifetime achievement. Life and Ministry in New South Wales MCGarvie responded to an appeal in 1825 to become the first Presbyterian minister of the Ebenezer Church at Portland Head on Sydney’s Hawkesbury River. Selected by Rev John Dunmore Lang to take up the appointment he arrived in Sydney on 22 May 1826 aboard the Greenock after a six month voyage from Leith. Richard McGarvie
Richard Elgin McGarvie, (21 May 1926 – 24 May 2003) was a judge in the Supreme Court of Victoria from 1976 to 1992, and the 24th Governor of Victoria from 1992 to 1997. Early life McGarvie was born and brought up on his parents' dairy farm at Pomborneit East in Victoria. After finishing first place at Camperdown High School, he entered the Royal Australian Navy in 1944, training at and serving on the destroyer, . The Second World War ended before he saw active service. He served with the British Commonwealth Occupation Force in Japan and was discharged as an able seaman in 1946. McGarvie joined the Australian Labor Party in 1949 and took a leading role in the dismissal of its Victorian socialist-left dominated Central Executive by bringing about federal intervention. Legal career McGarvie studied law at the University of Melbourne and graduated in 1950, winning the Supreme Court Prize for the top honours student of the year. William McGarvie
William McGarvie (1810 – 1 April 1841) was a Scottish-born bookseller and newspaper owner, active in New South Wales. J. V. Byrnes,McGarvie, William (1810 - 1841), ''Australian Dictionary of Biography'', Volume 2, MUP, 1967, pp 166–167. Retrieved 28 August 2014 McGarvie was born in Glasgow and worked on the ''Glasgow Herald''; he followed his brother John McGarvie to New South Wales in 1828 aboard the ''Comet''. He then ran the 'Australian Stationery Warehouse'. With two employees from the ''Sydney Gazette'' Frederick Stokes and Alfred Ward Stephens, McGarvie imported a printing press in 1831 and commenced publication of the '' Sydney Herald''. Its first edition was on 18 April 1831. Soon afterwards, McGarvie sold his share to his two other partners. After a brief trip back to Scotland, McGarvie resumed bookselling at the Australian Warehouse. After contracting a severe cold, he died in Sydney aged 31 years and was survived by his wife, Isabella, and a three-week-old son. ...

It is also known as the ''Australian Democracy Model''. The model was developed by former Governor of Victoria Richard McGarvie and originally submitted to the Republic Advisory Committee in 1993. At the Constitutional Convention of 1998, it was the second most popular model of the four voted upon. Under the McGarvie Model, a Constitutional Council would appoint and dismiss the head of state, the Governor-General. The Constitutional Council would be bound to act in accordance with the Prime Minister's advice by a convention backed by the penalty of public dismissal for breach.
