Clan MacDougall is a Highland Scottish clan, historically based in and around Argyll. The Lord Lyon King of Arms, the Scottish official with responsibility for regulating heraldry in Scotland, issuing new grants of coats of arms, and serving as the judge of the Court of the Lord Lyon, recognizes under Scottish law the Chief of Clan MacDougall. The MacDougall chiefs share a common ancestry with the chiefs of Clan Donald in descent from Somerled of the 12th century (and thus further of the Viking-born Norse-Gael dynasty of House of Ivar). In the 13th century the Clan MacDougall whose chiefs were the original Lords of Argyll and later Lords of Lorne was the most powerful clan in the Western Highlands. During the Wars of Scottish Independence the MacDougalls sided with the Clan Comyn whose chiefs rivaled Robert the Bruce for the Scottish Crown and this resulted in clan battles between the MacDougalls and Bruce. The ''Black Cat'' manga series features characters created by Kentaro Yabuki. The story follows a young man named Train Heartnet who withdrew from an elite group of assassins called the Chronos Numbers two years earlier and is now a Sweeper, or bounty hunter. Susan McDougal
Susan Carol McDougal (née Henley; born 1955) is a real estate investor who served prison time as a result of the Whitewater controversy. Her refusal to answer "three questions" for a grand jury, on whether President Bill Clinton lied in his testimony during her Whitewater trial, led her to receive a jail sentence of 18 months for contempt of court. That made up most of the total 22 months she spent incarcerated. She received a full presidential pardon from Clinton in the final hours of his presidency in 2001. James B. McDougal (August 25, 1940 – March 8, 1998) was a native of White County, Arkansas, and his wife, Susan McDougal (the former Susan Carol Henley), were financial partners with Bill Clinton and Hillary Clinton in the real estate venture that led to the Whitewater political scandal of the 1990s. Starting in 1982, McDougal operated Madison Guaranty Savings and Loan Association. Political career McDougal was a Democrat and a former aide to the late U.S. Senator James William Fulbright. He later was a political science professor at Ouachita Baptist University in Arkadelphia. Francis McDougal
Francis McDougal (April 1826 – March 6, 1910) was a Canadian businessman and mayor of Ottawa from 1885 to 1886. He was born in Lancaster, Upper Canada in 1826 and came to Bytown in the 1840s. He worked as clerk in a hardware store and opened his own hardware business in 1851 on Sussex Street. He was an alderman from 1869 to 1876 and then from 1881 to 1883. During his term as mayor, electric street lights were introduced in Ottawa. During the 1890s, he was a director for J.R. Booth's Ottawa, Arnprior & Parry Sound Railway. In 1858, McDougal married Amelia McGillis; the couple had three sons. One son Donald Joseph later served in the Ontario assembly.
