International Nuclear Events Scale
The International Nuclear and Radiological Event Scale (INES) was introduced in 1990 by the International Atomic Energy Agency (IAEA) in order to enable prompt communication of safety significant information in case of nuclear accidents. The scale is intended to be logarithmic, similar to the moment magnitude scale that is used to describe the comparative magnitude of earthquakes. Each increasing level represents an accident approximately ten times as severe as the previous level. Compared to earthquakes, where the event intensity can be quantitatively evaluated, the level of severity of a man-made disaster, such as a nuclear accident, is more subject to interpretation. Because of this subjectivity the INES level of an incident is assigned well after the fact. The scale is therefore intended to assist in disaster-aid deployment. Details A number of criteria and indicators are defined to assure coherent reporting of nuclear events by different official authorities. There are ...

The United States Nuclear Regulatory Commission defines an orphan source more exactly as: ...a sealed source of radioactive material contained in a small volume—but not radioactively contaminated soils and bulk metals—in any one or more of the following conditions *In an uncontrolled condition that requires removal to protect public health and safety from a radiological threat *Controlled or uncontrolled, but for which a responsible party cannot be readily identified *Controlled, but the material's continued security cannot be assured. If held by a licensee, the licensee has few or no options for, or is incapable of providing for, the safe disposition of the material *In the possession of a person, not licensed to possess the material, who did not seek to possess the material *In the possession of a State radiological protection program for the sole purpose of mitigati ...

Scrap Metal
Scrap consists of recyclable materials, usually metals, left over from product manufacturing and consumption, such as parts of vehicles, building supplies, and surplus materials. Unlike waste, scrap has monetary value, especially recovered metals, and non-metallic materials are also recovered for recycling. Once collected, the materials are sorted into types — typically metal scrap will be crushed, shredded, and sorted using mechanical processes. Scrap recycling is important for creating a more sustainable economy or creating a circular economy, using significantly less energy and having far less environmental impact than producing metal from ore. Metal recycling, especially of structural steel, ships, used manufactured goods, such as vehicles and white goods, is a major industrial activity with complex networks of wrecking yards, sorting facilities and recycling plants. Processing Scrap metal originates both in business and residential environments. Typically a "scrapper" ...

Radiation Portal Monitor
Radiation Portal Monitors (RPMs) are passive radiation detection devices used for the screening of individuals, vehicles, cargo or other vectors for detection of illicit sources such as at borders or secure facilities. Fear of terrorist attacks with radiological weapons spurred RPM deployment for cargo scanning since September 11, 2001 attacks, 9/11, particularly in the United States. Application RPMs were originally developed for screening individuals and vehicles at secure facilities such as weapons laboratories. They were deployed at scrap metal facilities to detect radiation sources mixed among scrap that could contaminate a facility and result in a costly clean up. As part of the effort to thwart nuclear smuggling after the breakup of the Soviet Union, RPMs were deployed around that territory, and later around many other European and Asian countries, by the US Department of Energy (DOE) National Nuclear Security Administration (NNSA) Second Line of Defense Program (SLD) s ...
