CPN (Mashal) was formed in November 1984, following a split in the Communist Party of Nepal (Masal). The new party was founded at a congress (labelled the 'fifth congress') in Gorakhpur, India. It was difficult to identify any major ideological difference between the two factions, and probably the split was caused by dissatisfaction with Singh's authoritarian leadership methods. Prior to that he was Governor of Laghman province. He is also a writer and a poet. Biography Lutfullah Mashal was born in the Shah Shaheed area of Kabul city on 1971. He graduated from the University of Peshawar in 1994 with a master's degree in English literature. From 2003 to 2005, Mashal served as a senior spokesperson and adviser in the Ministry of the Interior. After receiving a scholarship from Kent University, he moved to Britain where he obtained a master's degree in Political Science and International Conflict Analysis.
