Martin Russell Thayer
Martin Russell Thayer (January 27, 1819 – October 14, 1906) was a Republican member of the U.S. House of Representatives from the U.S. state of Pennsylvania. His grandnephew was John B. Thayer, who died on the sinking of the RMS ''Titanic''. Early life Martin Russell Thayer was born in Dinwiddie County, Virginia, near the city limits of Petersburg. He attended the Mount Pleasant Classical Institute in Amherst, Massachusetts, and Amherst College. He moved with his father to Philadelphia in 1837. He graduated from the University of Pennsylvania in 1840. He studied law, was admitted to the bar in 1842 and commenced practice in Philadelphia. Public service Thayer was a commissioner to revise the revenue laws of Pennsylvania in 1862. He was elected as a Republican to the Thirty-eighth and Thirty-ninth Congresses, during which he served on the committee on the bankrupt law and was the chairman of the United States House Committee on Private Land Claims. The Battle of Germantown was a major engagement in the Philadelphia campaign of the American Revolutionary War. It was fought on October 4, 1777, at Germantown, Pennsylvania, between the British Army led by Sir William Howe, and the American Continental Army under George Washington. After defeating the Continental Army at the Battle of Brandywine on September 11, and the Battle of Paoli on September 20, Howe outmaneuvered Washington, seizing Philadelphia, the capital of the United States, on September 26. Howe left a garrison of some 3,000 troops in Philadelphia, while moving the bulk of his force to Germantown, then an outlying community to the city. Francis Lieber
Francis Lieber (March 18, 1798 or 1800 – October 2, 1872), known as Franz Lieber in Germany, was a German-American jurist, gymnast and political philosopher. He edited an ''Encyclopaedia Americana''. He was the author of the Lieber Code during the American Civil War, also known as ''Code for the Government of Armies in the Field'' (1863). The Lieber Code is considered the first document to comprehensively outline rules regulating the conduct of war, and laid the foundation for the Geneva Conventions. Life and career Franz Lieber was born the tenth of twelve children to a wealthy Jewish merchant family in Berlin, which was the capital of the Kingdom of Prussia at the time.
