Mark E. Mitchell
Mark Edward Mitchell (born September 15, 1965) was the Acting Assistant Secretary of Defense for Special Operations/Low Intensity Conflict & Interdependent Capabilities, Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict for the United States Department of Defense for several months during 2019. A retired Colonel (United States), colonel, Mitchell was the first member of the United States Army to be awarded the Distinguished Service Cross (United States), Distinguished Service Cross during the War in Afghanistan (2001–present), War in Afghanistan and was the first to receive the award since the Vietnam War. He received the award in 2003 for his actions during the Battle of Qala-i-Jangi, which took place in late November to early December 2001. Assistant Secretary Of Defense For Special Operations And Low-Intensity Conflict
The Assistant Secretary of Defense for Special Operations/Low-Intensity Conflict or ASD(SO/LIC), is the principal civilian advisor to the U.S. Secretary of Defense on special operations and low-intensity conflict matters. Located within the Office of the Under Secretary of Defense for Policy (USD(P)), the ASD(SO/LIC) is responsible primarily for the overall supervision (to include oversight of policy and resources) of special operations and low-intensity conflict activities. These activities, according to USSOCOM's 2007 Posture Statement, include counterterrorism; unconventional warfare; direct action; special reconnaissance; foreign internal defense; civil affairs, information operations, psychological operations, and counterproliferation of WMD.Section 167 of Title 10 USC provides a very similar but not identical list of SOF activities.
