Maccabi World Union is an international Jewish sports organisation spanning five continents (Africa, North America, South America, Australia, Europe) and more than 50 countries, with some 400,000 members. The 2002–03 Israel State Cup ( he, גביע המדינה, ''Gvia HaMedina'') was the 64th season of Israel's nationwide football cup competition and the 49th after the Israeli Declaration of Independence. The competition was won by Hapoel Ramat Gan who had beaten Hapoel Be'er Sheva 5–4 on penalties after 1–1 in the final. This is the first time the cup was won by a club outside the top division. The Israel State Cup ( he, גביע המדינה, ''Gvia HaMedina''), is a knockout cup competition in Israeli football, run by the Israel Football Association (IFA). The State Cup was first held in 1928 as the People's Cup. Because it involves clubs of all standards playing against each other, there is the possibility for "minnows" from the lower divisions to become "giant-killers" by eliminating top clubs from the tournament, although lower division teams rarely reach the final. The current holders of the State Cup are the Israeli Premier League club Hapoel Haifa, who beat Beitar Jerusalem in the 2018 final on May 9, 2018. Maccabi Tel Aviv have 23 titles, having the record for most titles won. Hapoel Tel Aviv in 1937–1939 and 2010–2012 are the only club to have retained the State Cup for three consecutive seasons. The 2014–15 Liga Bet season saw Hapoel Kafr Kanna (champions of the North A division), Hapoel Baqa al-Gharbiyye (champions of the North B division), Hapoel Bik'at HaYarden (champions of the South A division) and Bnei Eilat (champions of the South B division) win the title and promotion to Liga Alef. The clubs ranked 2nd to 5th in each division entered a promotion play-off, at the end of which, Hapoel Iksal (from the North section) and Hapoel Kiryat Ono (from the South section) met the teams ranked 14th in Liga Alef. Hapoel Iksal won their tie and was promoted to Liga Alef as well, while Hapoel Kiryat Ono lost and remained in Liga Bet. The 2013–14 Liga Alef season saw Hapoel Kfar Saba (champions of the North Division) and Maccabi Kiryat Gat (champions of the South Division) win the title and promotion to Liga Leumit. The clubs which were ranked between 2nd to 5th places in each division competed in a promotion play-offs, in which the winner, Ironi Tiberias advanced to the final round, where they beat the 14th placed club in Liga Leumit, Hapoel Katamon Jerusalem 5-1 on aggregate. thus, Ironi Tiberias were also promoted to Liga Leumit.
