Mohammed Fenaitel Mohamed Al Daihani is a citizen of Kuwait who was held in extrajudicial detention in the United States Guantanamo Bay detention camp, in Cuba. Al Daihani's Guantanamo Internment Serial Number was 229. Joint Task Force Guantanamo counter-terrorism analysts reports that Al Daihani was born on November 4, 1965, in Kuwait City, Kuwait. Al Dehani was repatriated without charges on November 2, 2005. Combatant Status Review A Summary of Evidence memo was prepared for his tribunal. Combatant Status Review Tribunal
The Combatant Status Review Tribunals (CSRT) were a set of tribunals for confirming whether detainees held by the United States at the Guantanamo Bay detention camp had been correctly designated as "enemy combatants". The CSRTs were established July 7, 2004 by order of U.S. Deputy Secretary of Defense Paul Wolfowitz after U.S. Supreme Court rulings in ''Hamdi v. Rumsfeld'' and '' Rasul v. Bush'' and were coordinated through the Office for the Administrative Review of the Detention of Enemy Combatants. These non-public hearings were conducted as "a formal review of all the information related to a detainee to determine whether each person meets the criteria to be designated as an enemy combatant." The Military Commissions Act of 2006, also known as HR-6166, was an Act of Congress signed by President George W. Bush on October 17, 2006. The Act's stated purpose was "to authorize trial by military commission for violations of the law of war, and for other purposes". It was drafted following the decision on '' Hamdan v. The phrase "axis of evil" was first used by U.S. President George W. Bush and originally referred to Iran, Iraq, and North Korea. It was used in Bush's State of the Union address on January 29, 2002, less than five months after the 9/11 attacks, and often repeated throughout his presidency. He used it to describe foreign governments that, during his administration, allegedly sponsored terrorism and sought weapons of mass destruction. The notion of such an axis was used to pinpoint these common enemies of the United States and to rally the American populace in support of the War on Terror.
