Mission D'information Parlementaire Sur Le Rwanda
The French Parliamentary Commission on Rwanda was invested in the beginning of 1998, following a press-led campaign and articles by journalist Patrick de Saint-Exupéry in the Figaro newspaper, which called for an examination into the role of the French government in the events surrounding the 1994 genocide in Rwanda. The Belgian Senate undertook a similar initiative in 1997. The French deputies decided to examine French policy in Rwanda between 1990 and 1994. For the first time in the history of the Fifth Republic, the Assembly examined events related to the "reserved domains" of the President of the Republic, in other words, functions of government historically seen as the exclusive realm of presidential authority. Composed of members of the Foreign Relations Parliamentary Committee and the National Defence and Armed Forces Parliamentary Committee, this mission was thus an expression of a renewed intent of parliamentarians to extend the democratic field of the Parliament. Rwanda
Rwanda (; rw, u Rwanda ), officially the Republic of Rwanda, is a landlocked country in the Great Rift Valley of Central Africa, where the African Great Lakes region and Southeast Africa converge. Genocide In Rwanda
The Rwandan genocide occurred between 7 April and 15 July 1994 during the Rwandan Civil War. During this period of around 100 days, members of the Tutsi minority ethnic group, as well as some moderate Hutu and Twa, were killed by armed Hutu militias. The most widely accepted scholarly estimates are around 500,000 to 662,000 Tutsi deaths. In 1990, the Rwandan Patriotic Front (RPF), a rebel group composed mostly of Tutsi refugees, invaded northern Rwanda from their base in Uganda, initiating the Rwandan Civil War. Over the course of the next three years, neither side was able to gain a decisive advantage. In an effort to bring the war to a peaceful end, the Rwandan government led by Hutu president, Juvénal Habyarimana signed the Arusha Accords with the RPF on 4 August 1993. A committee or commission is a body of one or more persons subordinate to a deliberative assembly. A committee is not itself considered to be a form of assembly.
