Ministry of Housing, Utilities and Urban Communities (MoHUUC) is the Egyptian ministry responsible for the provision of public housing, drinking water and wastewater treatment utilities, and the planning and subdivision of new urban communities. It is headquartered in Cairo since its inception in 1961, and owns the nation's largest real estate developer, the New Urban Communities Authority, and the largest contractor, the Arab Contractors. Devolution
Devolution is the statutory delegation of powers from the central government of a sovereign state to govern at a subnational level, such as a regional or local level. It is a form of administrative decentralization. Devolved territories have the power to make legislation relevant to the area, thus granting them a higher level of autonomy. Devolution differs from federalism in that the devolved powers of the subnational authority may be temporary and are reversible, ultimately residing with the central government. The General Organization for Physical Planning (GOPP) is Egypt's national level regional planning body and is affiliated to the Ministry of Housing, Utilities and Urban Communities. History The GOPP started life in 1965 as the Greater Cairo Planning Commission or GCPC as a planning body for the Greater Cairo metropolis. It has been said the body has often set unrealistic goals such as to "halve the population of a city". Economic Regions Of Egypt
The General Organization for Physical Planning (GOPP), which was established in 1981, shows Egypt divided into seven regional units for physical planning purposes (urban planning, the founding of new towns, new cities and such). The government body works on aspects of urban planning, and land use in consideration of the economic conditions of regional units. However, it was believed that planning based on these units was unrealistic thus decentralization efforts were put in place. Each governorate has a General Administration of Planning and Urban Development (GAPUD) government body, in order to decentralize the functions of the GOPP. The New Urban Communities Authority ( ar, هيئة المجتمعات العمرانية الجديدة) is an Egyptian state owned enterprise (SOE) affiliated to the Ministry of Housing. Osman Ahmed Osman ( ar, عثمان أحمد عثمان) ‎ (April 6, 1917 – May 1, 1999) was an Egyptian engineer, contractor, entrepreneur, and politician. Known commonly as el-mo'alim ("the boss"), Osman founded the Arab Contractors (the largest Arab contracting firm between the 1960s and 1980s) and led the Egyptian effort to build the Aswan Dam. Tarek Wafik Mohamed is an Egyptian urban planner and former minister of housing during the Qandil Cabinet. He was the first housing minister of Egypt who is a specialist in urban development. Ibrahim Roshdy Mahlab ( ar, إبراهيم رشدى محلب  ; born 8 May 1949) is an Egyptian politician who was the Prime Minister of Egypt from 1 March 2014 until 19 September 2015. Mostafa Kamal Madbouly ( ar, مصطفى كمال مدبولي; born 28 April 1966) is the Prime Minister of Egypt, serving since 2018.
