The Ministry of Public Health (, MSP) is the ministry of the Government of Uruguay responsible for establishing public health policies and strategies, in order to contribute to the improvement of the health of the inhabitants of the Nation. The ministry's mission is to establish policies and strategies for the fulfillment of essential public health functions, as well as to guide the functioning of the National Integrated Health System (SNIS). The Ministry is headquartered at 18 de Julio Avenue in Barrio Cordón, Montevideo. This government portfolio is in charge of the National Institute for Donation and Transplantation of Cells, Tissues and Organs. The current Minister of Public Health is Cristina Lustemberg, who has held the position since March 1, 2025. The politics of Uruguay abide by a presidential system, presidential Representative democracy, representative democratic republic, under which the president of Uruguay is both the head of state and the head of government, as well as a multiform party system. María Julia Muñoz
María Julia Muñoz (born February 3, 1950) is a Uruguayan doctor in medicine and politician. She served as Ministry of Public Health (Uruguay), Minister of Public Health from 2005 to 2010 and as Minister of Education and Culture between 2015 and 2020. Biography María Julia Muñoz graduated in 1975 with a medical degree and specialized in infectious diseases in 1980. In 1983 she received the title of specialist in Public health, Public Health, and six years later, in 1989, the title of specialist in Epidemiology. The history of Uruguay comprises different periods: the pre-Columbian time or early history (up to the 16th century), the Colonial Period (1516–1811), the Period of Nation-Building (1811–1830), and the history of Uruguay as an independent country (1830–present). Written history began with the arrival of Spanish chroniclers in the expedition of Juan Díaz de Solís in 1516 to the Río de la Plata, which marks the beginning of Spanish occupation of the region. Julio Daniel Salinas Grecco (born 17 February 1962) is a Uruguayan neurologist and politician of Open Cabildo (CA), who served as Minister of Public Health of Uruguay from 1 March 2020 to 13 March 2023. Graduated from the University of the Republic in 1988, he has the degree of Doctor of Medicine. In 2008 he obtained a bachelor's degree in neurology. Aparicio Méndez Manfredini (24 August 1904 – 27 June 1988) was a Uruguayan lawyer and politician. He was a de facto President of Uruguay from 1976 to 1981 as a non-democratically elected authority of the civic-military dictatorship. Background Born in the northern city of Rivera, Méndez was a member of the National Party, traditionally strong in the interior of the country whence he originated.
