Michael O'Flaherty
Professor Michael O'Flaherty is the current (September 2015) Director of the European Union Fundamental Rights Agency (FRA). The FRA is the EU's human rights advisory body, based in Vienna, Austria. An Irish human rights lawyer, O’Flaherty was a member from 2004 to 2012 of the United Nations Human Rights Committee (HRC), the expert body that oversees compliance with the International Covenant on Civil and Political Rights (ICCPR). Again nominated by Ireland in 2008, O'Flaherty was re-elected to the HRC with the highest number of votes (136 states) achieved by any candidate. On 19 September 2011 he took up appointment as the third Chief Commissioner of the Northern Ireland Human Rights Commission (NIHRC), the statutory national human rights institution for Northern Ireland. The Office of the United Nations High Commissioner for Human Rights, commonly known as the Office of the High Commissioner for Human Rights (OHCHR) or the United Nations Human Rights Office, is a department of the Secretariat of the United Nations that works to promote and protect human rights that are guaranteed under international law and stipulated in the Universal Declaration of Human Rights of 1948. The office was established by the United Nations General Assembly on 20 December 1993 in the wake of the 1993 World Conference on Human Rights. A summary execution is an execution in which a person is accused of a crime and immediately killed without the benefit of a full and fair trial. Executions as the result of summary justice (such as a drumhead court-martial) are sometimes included, but the term generally refers to capture, accusation, and execution all conducted within a very short period of time, and without any trial. Under international law, refusal to accept lawful surrender in combat and instead killing the person surrendering is also categorized as a summary execution (as well as murder). The Yogyakarta Principles is a document about human rights in the areas of sexual orientation and gender identity that was published as the outcome of an international meeting of human rights groups in Yogyakarta, Indonesia, in November 2006. The principles were supplemented and expanded in 2017 to include new grounds of gender expression and sex characteristics and a number of new principles. Rights affecting lesbian, gay, bisexual, and transgender (LGBT) people vary greatly by country or jurisdiction—encompassing everything from the legal recognition of same-sex marriage to the death penalty for homosexuality. The European Roma Rights Centre (ERRC) is a Roma-led, international public interest law organisation engaging in a range of activities aimed at combating anti-Romani racism and human rights abuse of Romani people.
