Australian Capital Territory Advisory Council
The Australian Capital Territory Advisory Council was an elected body that operated from 1930 until 1974, when it was replaced by the Australian Capital Territory House of Assembly. The Council originally consisted of three elected members, being increased to five in 1952, to six in 1957 and to eight in 1959. 1949 Australian Federal Election
The 1949 Australian federal election was held in Australia on 10 December 1949. All 121 seats in the House of Representatives and 42 of the 60 seats in the Senate were up for election. The incumbent Labor Party, led by Prime Minister Ben Chifley, was defeated by the opposition Liberal–Country coalition under Robert Menzies. Menzies became prime minister for a second time, his first period having ended in 1941. This election marked the end of the 8-year Curtin-Chifley Labor Government that had been in power since 1941 and started the 23-year Liberal/Country Coalition Government. This was the first time the Liberal party won government at the federal level. The number of MPs in both houses had been increased at the election, and single transferable vote under a proportional voting system had been introduced in the Senate. Anne Dalgarno
Anne Patricia Dalgarno MBE (6 July 1909 – 6 May 1980) was an Australian politician, nurse and community leader. Dalgarno was born Anne Patricia Smith in Wrentham, Suffolk, to farmer Henry Patrick Smith and Mabel Christina, ''née'' Edwards. Cardinal Patrick Moran was her uncle. She had governesses before attending the Convent of the Holy Family in Littlehampton, Sussex, and migrated to Western Australia with her family when she was sixteen. Smith trained at the Children's and Perth hospitals and became a registered nurse in 1933. She married Kenneth John Dalgarno, a civil engineer, on 1 July 1937 at St Mary's Cathedral in Sydney. They had two children before moving to Canberra in 1948. Dalgarno established the Nurses Club in 1954 and was a board member of Canberra Community Hospital (1954–59) and president of the ACT branch of the Royal Australian Nursing Federation. Heinz Arndt
Heinz Wolfgang Arndt (26 February 1915 – 6 May 2002) was a German-born Australian economist. Biography Heinz Wolfgang Arndt was born in Breslau, Germany, in 1915, the eldest son of Fritz Georg Arndt (1885–1969) and Julia (née Heimann). Arndt gained two degrees at Oxford and taught at the London School of Economics and University of Manchester before settling in Australia in 1946. While studying in England, he married his wife Ruth (nee Strohsahl) with whom he later lived in Canberra until her death in 2001. In 1950, Arndt took up a chairmanship in economics at the then Canberra University College. He became head of the department at the Research School of Pacific and Asian Studies (RSPAS) at the Australian National University (ANU) in 1963. He held this position until retiring in 1980. Australian Capital Territory Progress And Welfare Council
The Australian Capital Territory Progress and Welfare Council (known as the ACT Progress and Welfare Council) was a peak co-ordination body of progress associations in the Australian Capital Territory. It also operated as a political party in the ACT in the period prior to self-government in 1989. Background The Federal Capital Territory (renamed the Australian Capital Territory in 1938) was created in 1911 by the '' Seat of Government (Administration) Act 1910'' out of the state of New South Wales. Residents in the FCT were disenfranchised as they were no longer entitled to vote in NSW, but there was no elected body in the FCT. This led to the creation of the Federal Territory Vigilance Association to seek to protect the interests of residents of the FCT. Development was slow, as were steps towards political representation. Jim Pead
James Harold Pead (3 April 1924 – 15 November 2009) was an Australian politician. ACT politics He was an independent member of the Australian Capital Territory Legislative Assembly for Canberra from 1975 to 1979, and then elected from the same electorate for the renamed House of Assembly from 1979 to 1982. He served as the first President of the Assembly from 1975 to 1979. Previously he had served on the predecessor body the Australian Capital Territory Advisory Council from 1955 to 1974, acting as president from 1964. Pead helped establish the Yarralumla Progress Association in the early 1950s, which led to his involvement in the Australian Capital Territory Progress and Welfare Council, and was elected as a Progress candidate from 1955 until it dissolved in the mid 1960s. Phil Day (town Planner)
Philip Denny Day (1924 – 17 March 2011) was an Australian town planner and politician. Day was educated at Yeronga before attending Anglican Church Grammar School in Brisbane. He began studying law but enlisted in the Australian Army during World War II, serving for three years after the war in occupied Japan as an intelligence officer. He graduated in 1953 and joined the public service in Canberra, and was also elected to the Australian Capital Territory Advisory Council, serving from 1955 to 1957 as a Liberal and then from 1957 to 1959 as an Independent. He was an Independent candidate for the Division of Australian Capital Territory in the 1958 Australian federal election. He subsequently moved to Sydney, where he trained in town and country planning. The Liberal Party of Australia (Australian Capital Territory Division), branded as Canberra Liberals, is the division of the Liberal Party of Australia in the Australian Capital Territory (ACT). The party has been in opposition in the ACT Legislative Assembly for much of its existence, but held power with the support of minor parties and independents between 1989 and 1991 and again between 1995 and 2001. History The first Liberal branch in Canberra was formed in order to field a candidate in the newly created Division of Australian Capital Territory at the 1949 federal election.
