Mart Laar's Second Cabinet
Mart Laar's second cabinet was a coalition government between the Pro Patria Union, Reform Party and Moderate People's Party in office in Estonia from 25 March 1999 to 28 January 2002, when it was succeeded by Siim Kallas' cabinet. This was the first Triple Alliance government in Estonian history and usually the standard bearer of the nickname. By late 2001, scandals related to the privatization of state-owned enterprises had made the government unpopular, and relations between the Pro Patria Union and the Reform Party deteriorated. Pro Patria Union
The Pro Patria Union ( et, Isamaaliit, meaning literally Fatherland Union) was a national-conservative political party in Estonia. The party was founded on 2 December 1995 from a merger of the Estonian National Independence Party and the Pro Patria National Coalition. On 4 April 2006, representatives of the Pro Patria Union and the representatives of Res Publica decided to merge the two parties. The merger was approved by the general assemblies of both parties in Pärnu on 4 June 2006. Although originally the name ''For Estonia'' (''Eesti Eest'') was considered for the united party, it was rejected. New party was officially registered on 15 October 2006 under the name Pro Patria and Res Publica Union. According to party statements, the programme was based on Christian democracy and nationalism. The Minister of Defence (''Estonian: Kaitseminister'') is the senior minister at the Ministry of Defence (''Kaitseministeerium'') in the Estonian Government. The minister is one of the most important members of the Estonian government, with responsibility for coordinating the governments policies on national defence and the military forces. The defence minister is chosen by the prime minister as a part of the government. When the position was originally established in 1918, it was called the minister of war (''Sõjaminister''). The post was renamed minister of defence on April 1, 1929, but would change back to minister of war in 1937. Siim Kallas
Siim Kallas (; born 2 October 1948) is an Estonian politician, former Prime Minister of Estonia, and former European Commissioner. He served as the European Commissioner for Transport between 2010 and 2014. Before that he was the European Commissioner for Administrative Affairs, Audit and Anti-Fraud between 2004 and 2009. In both Barroso Commissions he was also a Vice-President. Signe Kivi
Signe Kivi (born 24 February 1957 in Tallinn) is an Estonian textile artist and politician. She has been a member of the IX, X and XIV Riigikogu. From 1999 to 2002 she was the Minister of Culture. In 1980 she graduated from the Estonian Academy of Arts in textile design. From 1985 to 1991 she was an artist in art factory ARS.
