Léon Mugesera
Léon Mugesera (born 1952) is a convicted genocidaire from Rwanda who took residence in Quebec, Canada. He was deported from Canada for an inflammatory anti-Tutsi speech which his critics allege was a precursor to the 1994 Rwandan genocide. In 2016, he was convicted of incitement to genocide and sentenced to life in prison. Time in Rwanda An ethnic Hutu, Mugesera has been a member of the dominant Hutu MRND party, which had close ties to the military. He was MRND Vice-Chairman for Gisenyi prefecture. In February 1991, Mugesera authored a pamphlet accusing Tutsi of plotting to "exterminate the Hutu majority". In a speech given on November 22, 1992 in Rwanda, Mugesera allegedly told 1000 party members that "we the people are obliged to take responsibility ourselves and wipe out this scum" and that they should kill Tutsis and "dump their bodies into the rivers of Rwanda." Gisenyi
Gisenyi, historically rendered as Kisenyi, is a city in Rubavu district in Rwanda's Western Province. Gisenyi is contiguous with Goma, the city across the border in the Democratic Republic of the Congo. Overview The city features a resort on the shores of Lake Kivu, with several hotels and three sandy beaches. The area is also known for water sports. The northern shore of the lake on which Goma and Gisenyi lie is a flat plain featuring lava formations from the eruptions of nearby Mount Nyiragongo. In contrast to Goma, Gisenyi escaped the lava flows of both the 1977 and the 2002 eruptions, which destroyed between 15 and 40% of the former. The centre of Gisenyi lies by foothills at the northeast corner of the lake, and low-density expansion is taking place in the hills, which are expected to be safe from future eruptions. Guy Bertrand (lawyer)
Guy Bertrand is a lawyer operating in Quebec City. He is a founding member of the Parti Québécois and ran in the PQ leadership election of 1985. He had been a Quebec sovereigntist of the pur et dur stream for most of his public life, before shifting to the opposite Quebec federalist ideology during the 1990s. He converted back to sovereigntism during the 2000s. He is also the author of ''Enough is enough!'' (translation of the French ''Plaidoyer pour les citoyens'' 'Representing citizens'), where he criticizes the destructive and dishonest tactics of the Quebec separatist movement, but indicates continued support for their ideals. He defended Léon Mugesera, well publicized anti-Tutsi speaker of the 1994 Rwandan genocide, and faced accusations from the Barreau du Québec for remarks he made during the Mugasera trial. Hutu People
The Hutu (), also known as the Abahutu, are a Bantu ethnic or social group which is native to the African Great Lakes region. They mainly live in Rwanda, Burundi and the eastern Democratic Republic of the Congo, where they form one of the principal ethnic groups alongside the Tutsi and the Great Lakes Twa. Demographics The Hutu is the largest of the three main population divisions in Burundi and Rwanda. The African Charter on Human and Peoples' Rights (also known as the Banjul Charter) is an international human rights instrument that is intended to promote and protect human rights and basic freedoms in the African continent. It emerged under the aegis of the Organisation of African Unity (since replaced by the African Union) which, at its 1979 Assembly of Heads of State and Government, adopted a resolution calling for the creation of a committee of experts to draft a continent-wide human rights instrument, similar to those that already existed in Europe (European Convention on Human Rights) and the Americas (American Convention on Human Rights). Protais Zigiranyirazo
Protais Zigiranyirazo (born 2 February 1938) commonly known as Monsieur Zed ("Mr. Z"), is a Rwandan businessman and politician and was governor of the Ruhengeri prefecture in northwestern Rwanda from 1974 to 1989. Zigiranyirazo was a member of the Akazu, an elite circle of relatives and friends of former President Juvénal Habyarimana who pushed the Hutu Power ideology. Accused of war crimes during the Rwandan genocide of 1994, he was ultimately acquitted by the International Criminal Tribunal for Rwanda, after spending six years in prison. Career An ethnic Hutu, Zigiranyirazo was the brother of Agathe Kanziga and brother-in-law of President Juvénal Habyarimana, who came to power in Rwanda in the Coup d'état of 5 July 1973.
