Lourdes Pangelinan
Lourdes T. Pangelinan (born 19 October 1954) was the first female director general of the Secretariat of the Pacific Community. Pangelinan was born in 1954 in Guam and grew up in the village of Asan. She attended the Adelup Elementary School, and in 1966 her family moved to California, where she attended Castro Valley High School. She received a degree in international relations from the University of California, Davis in 1976. She took an additional year of postgraduate study in France. Following her graduation she worked as a journalist with the Pacific Daily News in Guam. In 1979 she was appointed Special Assistant to the Lieutenant Governor of Guam. She was based in San Francisco until 1984 when she returned to Guam to work for the Office of the Governor of Guam, holding the position of Chief of Staff from 1987–1994. The Pacific Community (PC), formerly the South Pacific Commission (SPC), is an international development organisation governed by 27 members, including 22 Pacific island countries and territories. The organisation's headquarters are in Nouméa, New Caledonia, and it has regional offices in Suva, Pohnpei, and Port Vila, as well as field staff in other locations in the Pacific. Its working languages are English and French. It primarily provides technical and scientific advice, and acts as a conduit for funding of development projects from donor nations. Unlike the slightly smaller Pacific Islands Forum, the SPC is not a trade bloc, and does not deal with military or security issues. Pacific Islands Forum
The Pacific Islands Forum (PIF) is an inter-governmental organization that aims to enhance cooperation between countries and territories of Oceania, including formation of a trade bloc and regional peacekeeping operations. It was founded in 1971 as the South Pacific Forum (SPF), and changed its name in 1999 to "Pacific Islands Forum", so as to be more inclusive of the Forum's Oceania-spanning membership of both north and south Pacific island countries, including Australia. It is a United Nations General Assembly observer. The Supreme Court of Guam is the highest judicial body of the United States territory of Guam. The Court hears all appeals from the Superior Court of Guam and exercises original jurisdiction only in cases where a certified question is submitted to it by a U.S. federal court, the Governor of Guam, or the Guam Legislature. The Supreme Court of Guam is the ultimate judicial authority on local matters. The governor of Guam ( ch, I Maga'låhen / ) is the head of government of Guam and the commander-in-chief of the Guam National Guard, whose responsibilities also include making the annual State of the Island (formerly the State of the Territory) addresses to the Guam Legislature, submitting the budget, and ensuring that Guam's public laws are enforced. The position was created in 1968, through the passage of the Guam Elected Governors Act which took effect in 1970. The ''Pacific Daily News'', formerly ''Guam Daily News'', is a morning edition newspaper based in Hagåtña, in the United States territory of Guam. It is owned by Kaleo Moylan and is published seven days a week. History ''Guam Daily News'' began as a newspaper of the United States Navy, published under various titles. Joseph Flores, later the Governor of Guam, bought the newspaper in 1950. Asan is a community and census-designated place (CDP) along the western coast of the U.S. territory of Guam.
