Domicile is relevant to an individual's "personal law," which includes the law that governs a person's status and their property. It is independent of a person's nationality. Mbinda is a town in the Republic of Congo, lying on the border with Gabon. It is a transport hub and lies at the end of a railway line to Brazzaville.
