Public Housing In The United States
In the United States, subsidized housing is administered by federal, state and local agencies to provide subsidized rental assistance for low-income households. Public housing is priced much below the market rate, allowing people to live in more convenient locations rather than move away from the city in search of lower rents. In most federally-funded rental assistance programs, the tenants' monthly rent is set at 30% of their household income. Now increasingly provided in a variety of settings and formats, originally public housing in the U.S. consisted primarily of one or more concentrated blocks of low-rise and/or high-rise apartment buildings. These complexes are operated by state and local housing authorities which are authorized and funded by the United States Department of Housing and Urban Development (HUD). Anaheim ( ) is a city in northern Orange County, California, part of the Los Angeles metropolitan area. Jordan Downs is a 700-unit public housing apartment complex in Watts, Los Angeles, California, next to David Starr Jordan High School. It consists of 103 buildings with townhouse style units ranging from one bedroom to five bedrooms. The complex is owned and managed by the Housing Authority of the City of Los Angeles (HACLA). The complex is bounded by Grape Street to the west, 97th Street to the north, Alameda Street to the east, and 103rd Street to the south. This large area had been used as a truck farm for years and during the second World War it supplied vegetables for the surrounding communities of Watts, South Gate and Lynwood. Imperial Courts, Los Angeles, California
Imperial Courts is a public housing project located in Watts, Los Angeles, California. It is located at 11541 Croesus Avenue on Imperial Highway, between Grape Street and Mona Boulevard, near I-105 Freeway. The federally subsidized project of 498 units was completed in May 1944. It is operated by the Housing Authority of the City of Los Angeles. The project is predominantly inhabited by persons of African-American and Mexican descent, who in 1991 constituted 88 percent of the population. It is one of the largest housing projects west of the Mississippi. Emergency services Police service The Los Angeles Police Department operates the nearby Southeast Community Police Station. Watts is a neighborhood in southern Los Angeles, California. It is located within the South Los Angeles region, bordering the cities of Lynwood, Huntington Park and South Gate to the east and southeast, respectively, and the unincorporated community of Willowbrook to the south. Founded in the late nineteenth century as a ranching community, the arrival of the railroads and the construction of Watts Station saw the rapid development of Watts as an independent city, but in 1926 it was consolidated with Los Angeles. By the 1940s, Watts transformed into a primarily working class African-American neighborhood, but from the 1960s developed a reputation as a low-income, high-crime area, following the Watts riots and the increasing influence of street gangs. Gonzaque Village is public housing project located in the Watts neighborhood of Los Angeles, California. It is operated by the Housing Authority of the City of Los Angeles. It was built in 1942 on 17.6 acres (71,200 m2) of flat land. Its 71 one-story buildings have 182 units housing 437 residents. History The housing project was originally known as Hacienda Village and was constructed in 1942. The project was exempt from World War II-related construction bans because low-income defense workers were slated to receive priority in the rental process. Due to war-related rations, the houses were constructed without many materials needed by the United States armed forces, particularly metal. Estrada Courts is a low-income housing project in the Boyle Heights area of Los Angeles, California. It is located between E. Olympic Blvd. on the south and E. 8th St. on the north, and S. Lorena St. on the east and S. Grande Vista Ave. on the west. History and construction Estrada Courts was constructed in 1942-1943, during the World War II housing shortage in Southern California, which resulted from the war-time boom in war-industry work, followed by the return of servicemen to the region and the Bracero program. Of the original 30 buildings, 214 units were reserved for defense housing. In 1954, Paul Robinson Hunter designed an extension of the site with Fred Barlow, Jr. providing 414 total apartments today. Avalon Gardens, Los Angeles, California
The Avalon Gardens is a public housing project located in the Green Meadows neighborhood of Los Angeles, California. It is one of the oldest housing projects owned by the Housing Authority of the City of Los Angeles. History Avalon Gardens was constructed in 1941 during World War II for military families and veterans at a cost of $638,000. In 1947, the housing projects were open to low income residents. Since there was a significant waiting list to get into the newly built homes, it was not until the 1950s that the residents went from military families to low-income families. In the early 1970s it became the turf of the Avalon Garden Crips gang led by Jimel Barnes, who lived in the project.
