From becoming queen on 6 February 1952, Elizabeth II was head of state of 32 States headed by Elizabeth II, independent states; at the time of her death, there were 15 states, called Commonwealth realms. Appointment and dismissal of prime ministers were common reserve powers that could be exercised by Elizabeth or her governors-general. Winston Baldwin Spencer (born 8 October 1948) is an Antiguan politician who was the third Prime Minister of Antigua and Barbuda from 2004 to 2014. Spencer led the opposition United Progressive Party (UPP) to victory in the March 2004 parliamentary election.
