Speaker (politics)
The speaker of a deliberative assembly, especially a legislative body, is its presiding officer, or the chair. The title was first used in 1377 in England. Usage The title was first recorded in 1377 to describe the role of Thomas de Hungerford in the Parliament of England.Lee Vol 28, pp. 257,258. The speaker's official role is to moderate debate, make rulings on procedure, announce the results of votes, and the like. The speaker decides who may speak and has the powers to discipline members who break the procedures of the chamber or house. The speaker often also represents the body in person, as the voice of the body in ceremonial and some other situations. By convention, speakers are normally addressed in Parliament as 'Mister Speaker', if a man, or 'Madam Speaker', if a woman. In other cultures, other styles are used, mainly being equivalents of English "chairman" or "president". José María San Martín
Jose Maria San Martin y Fugon (29 March 1811 – 12 August 1857) was a Central American military officer, politician who served as president of El Salvador in 1852, and again from 1854 – 1852. Early life Born to a Creole family in Nacaome, Honduras, was the son of Joaquina Fugón and the conservative politician Joaquín de San Martin y Ulloa, who was also the head of El Salvador. As a child, his family moved to the city of Chalatenango, El Salvador. He studied philosophy at the Universidad de San Carlos de Guatemala but did not graduate. Instead he returned to El Salvador in 1829 where he later married Isabel García de Machón. Political career In 1832 he became a deputy in the parliament of the Province of El Salvador. Santiago González Portillo
Santiago González Portillo (25 July 1818 – 1 August 1887) was a Salvadoran military officer and general who served as the President of El Salvador from 15 April 1871 to 1 February 1876. Biography Santiago González Portillo was born on 25 July 1818 in Zacapa, Guatemala. He married Soledad Fortis on 1 March 1866. He served as President of the Legislative Assembly in 1862 and again in 1863 during the presidency of Captain General Gerardo Barrios. During the War of 1863, he fought alongside Barrios at the Battle of Coatepeque. He later deserted Barrios and joined the invading Guatemalans under Rafael Carrera. Under the new government of Francisco Dueñas, he served as the Minister of War of El Salvador from 1863 until 1871, when he led a revolution against Dueñas' conservative government, which was overthrown.
