Ministries Of The Soviet Union
The Ministries of the Soviet Union (russian: Министерства СССР) were the government ministries of the Soviet Union. After the Russian Revolution of 1917 the previous bureaucratic apparatus of bourgeois ministers was replaced by People's Commissariats (russian: народных комиссариатов; Narkom), staffed by new employees drawn from workers and peasants. On 15 March 1946 the people’s commissariats were transformed into ministries. The name change had no practical effects, other than restoring a designation previously considered a leftover of the bourgeois era. The collapse of the ministry system was one of the main causes behind the fall of the Soviet Union. State Committees were also subordinated to the Council of Ministers of the Soviet Union and had similar powers and rights. Leonid Kostandov
Leonid Kostandov (; 27 November 1915 – 5 September 1984) was a Soviet engineer and politician who served as the minister of the chemical industry between 1965 and 1980 and as the deputy premier from 1980 to his death. Biography Being a native of Kerki, Turkmenistan, Kostandov was born on 27 November 1915 into an ethnic Armenian family. He started his career in a local cotton gin and then in a silk-weaving mill in 1930. He graduated from the Moscow Institute of Chemical Engineering in 1940. He joined the Communist Party of the Soviet Union in 1942. Following his graduation he began to work as a manager in a chemical plant in Chirchik. In 1951 he was awarded a Stalin Prize. He was appointed to the central administration of the chemical industry in Moscow in 1953. He was named as the minister of the chemical industry in October 1965 and remained in the post in 1980. The Ministry of Chemical Industry (Minkhimprom; russian: Министерство химической промышленности СССР) was a government ministry in the Soviet Union. The People's Commissariat of Chemical Industry was to coordinate and direct the following branches of the chemical industry: nitrogen, basic chemistry, mineral chemical, lacquer and paint, aniline dye, iodine and bromine, rubber, caoutchouc, and plastics. History By ukase of the Presidium of the Supreme Soviet of 28 March 1941, the People's Commissariat of Rubber Industry USSR was established. It was to include enterprises producing caoutchouc, rubber, tires, and asbestos. The People's Commissariat of Chemical Industry and the People's Commissariat of Rubber Industry appear to have existed independently from 1941 to 1948. Panteleimon Kondratyevich Ponomarenko (russian: link=no, Пантелеймо́н Кондра́тьевич Пономаре́нко, ; ; 18 January 1984) was a Soviet statesman and politician and one of the leaders of Soviet partisan resistance in Belarus. He served as an administrator at various positions within the Soviet government, including the leadership positions in Byelorussian and Kazakh SSRs. Early life Ponomarenko was born in khutor Shelkovskiy in Kuban oblast to an ethnic Ukrainian peasant family coming from Kharkov governorate. Already at the age of twelve he entered as an apprentice in a workshop, then retrained as a blacksmith. In 1918 he was drafted into the Red Army, while according to other sources - he volunteered. He fought in the Russian civil war and took part in the defense of Yekaterinodar from units of the White Army. The Ministry of Grain Products (Minkhleboproduktov; russian: Министерство хлебопродуктов СССР) was a government ministry in the Soviet Union. Originally established from parts of the Ministry of Agriculture in 1953, the Ministry of Procurement received its title in 1969. In December 1985, the name of the Ministry of Procurement was changed to the Ministry of Grain Products.
