The following is a chronological list of mayors of Hamburg, a city-state in Germany. The mayors are the head of the city-state, part of the government of Hamburg. Since 1861, according to the Constitution of Hamburg, constitution of 28 September 1860, the state has been governed by the ten-member Senate of Hamburg, Senate, which had previously been called the ''council'' (in the German language of that time: ''Rath''). It is headed by the First Mayor of Hamburg (German title: ''Erster Bürgermeister der Freien und Hansestadt Hamburg'') as the President of the Senate. The deputy is the Second Mayor. For much of its history, Hamburg was a free imperial city and later a sovereign state; the position of First Mayor historically was equivalent to that of a sovereign head of state. City-state
A city-state is an independent sovereign city which serves as the center of political, economic, and cultural life over its contiguous territory. They have existed in many parts of the world since the dawn of history, including cities such as Rome, Athens, Sparta, Carthage, and the Italian city-states during the Middle Ages and Renaissance, such as Florence, Venice, Genoa and Milan. With the rise of nation states worldwide, only a few modern sovereign city-states exist, with some disagreement as to which qualify; Monaco, Singapore and Vatican City are most commonly accepted as such. Singapore is the clearest example, with full self-governance, its own currency, a robust military and a population of 5.5 million. Several non-sovereign cities enjoy a high degree of autonomy and are sometimes considered city-states. The government of Hamburg is divided into executive, legislative and judicial branches. Hamburg is a city-state and municipality, and thus its governance deals with several details of both state and local community politics. It takes place in two ranks – a citywide and state administration ( Senate of Hamburg), and a local rank for the boroughs. The head of the city-state's government is the First Mayor and President of the Senate. A ministry is called ''Behörde'' (office) and a state minister is a ''Senator'' in Hamburg. Bad Arolsen (, until 1997 Arolsen, ''Bad'' being the German name for ''Spa'') is a small town in northern Hesse, Germany, in Waldeck-Frankenberg district. From 1655 until 1918 it served as the residence town of the Princes of Waldeck-Pyrmont and then until 1929 as the capital of the Waldeck Free State. The International Tracing Service has its headquarters in Bad Arolsen. In 2003, the town hosted the 43rd Hessentag state festival. Geography Location Bad Arolsen is situated roughly 45 km west of Kassel. The German-Dutch holiday road called the Orange Route runs through the town, joining towns, cities and regions associated with the House of Orange.
