Bloomington, Minnesota
Bloomington is a suburban city in Hennepin County, Minnesota, on the north bank of the Minnesota River, above its confluence with the Mississippi River, south of downtown Minneapolis. As of the 2020 census, the city's population was 89,987, making it Minnesota's fourth-largest city. Bloomington was established as a post–World War II housing boom suburb connected to Minneapolis's urban street grid, and is serviced by two major freeways: Interstate 35W and Interstate 494. Large-scale commercial development is concentrated along the I-494 corridor. Besides an extensive city park system, with over of parkland per capita, Bloomington is also home to Hyland Lake Park Reserve in the west and Minnesota Valley National Wildlife Refuge in the southeast. The Metropolitan Council, commonly abbreviated Met Council or Metro Council, is the regional governmental agency and metropolitan planning organization in Minnesota serving the Twin Cities seven-county metropolitan area, accounting for over 55 percent of the state's population. The Met Council is granted regional authority powers in state statutes by the Minnesota Legislature. These powers are unique in that unlike the Regional Development Commissions they can supersede decisions and actions of local governments. Gene Winstead (born 1951) is an American politician and businessman from Minnesota. Winstead was first elected Mayor of Bloomington, Minnesota in 2000. He had previously served as a city council member for 5 years. His 20 year tenure as mayor is the longest in Bloomington history. Early life Gene Winstead was raised in south Minneapolis by his two parents. He worked as a paperboy during his teenage years. His first foray into politics occurred when he attempted to convince the US government to get rid of the paper dollar bill and switch to coin dollars. During his efforts, he visited the offices of US Senators John McCain and Ted Kennedy. He still maintains this view saying "Practically, there should be no penny, and no dollar bill. They cost more than they’re worth". In 1975, he moved to Bloomington with his wife. He then started a career in the coin-operated gaming industry.
