List Of Justices Of The Arkansas Supreme Court
The following is a list of justices of the Arkansas Supreme Court. Article VI, Section 1, of the Arkansas Constitution of 1836 established a Supreme Court; Section 2 declared it would consist of three judges, including a chief justice. The Reconstruction Constitution of 1868, which placed the state under military control, added two justices; the Arkansas Constitution of 1874 rolled back the expansion, but stipulated that once the population of the state should "amount to one million, the General Assembly may, if deemed necessary, increase the number of judges of the Supreme Court to five." In 1889, the population milestone was reached, and the legislature authorized a total of five justices. Constitutional sanction of the enlargement came in 1924 with voter approval of Amendment 9, which also allowed for the future legislative creation of two additional judgeships. Arkansas Constitution
The Constitution of Arkansas is the primary organizing law for the U.S. state of Arkansas delineating the duties, powers, structures, and functions of the state government. Arkansas' original constitution was adopted at a constitutional convention held at Little Rock in advance of the territory's admission to the Union in 1836. The current constitution was ratified in 1874 following the Brooks–Baxter War. The Brooks–Baxter War and passage of the new constitution are considered to mark the end of Reconstruction in Arkansas. This was two years before the disputed 1876 U.S. presidential election and national compromise that resulted in the Republican government withdrawing federal troops from the South. Betty Dickey (born February 23, 1940) is the first woman to serve as the chief justice of the Arkansas Supreme Court. She was born in Black Rock, Arkansas on February 23, 1940, to Millard and Myrtle Clark. Dickey earned her Bachelor’s degree (1962) and Juris Doctor (1985) from the University of Arkansas at Fayetteville and Little Rock respectively. She initially worked as an educator before learning about the law in the office of her former husband Jay Dickey, Jr., Esq. In 1985, Dickey was admitted to practice law in Arkansas. She served as an Assistant City Attorney for Pine Bluff, Arkansas and the City Attorney for Redfield, Arkansas while developing her own private practice. Lee A. Seamster (born September 14, 1888 – July 25, 1960) was a lawyer and politician from Northwest Arkansas. Passing the bar in 1913, Seamster practiced law in Bentonville, and represented the area in the Arkansas House of Representatives from 1919 to 1920, and served as mayor of Bentonville from 1921 to 1922, until he resigned to move to Fayetteville to open a law practice.
