The head of government of the Principality of Andorra (), alternatively known as the Prime Minister of Andorra, is the chief executive of the government of Andorra. They are appointed by the General Council. The position was created in 1982 after constitutional reforms separated the executive and legislative powers. The coat of arms of Andorra (Catalan: ''Escut d'Andorra'') is the heraldic device consisting of a shield divided quarterly by the arms of the Bishop of Urgell and the Count of Foix – who have historically been the two co-princes of Andorra – in addition to the emblems of Catalonia and the Viscount of Béarn. Utilized unofficially since the Middle Ages, its status as the coat of arms of the Principality of Andorra was formalized in 1993 upon the implementation of their new constitution. Following the adoption of a new constitution by a referendum earlier in the year, they were the first elections in which political parties were allowed to run. Parliamentary elections were held in Andorra on 26 April 2009, . the fourth under the 1993 Constitution. The elections were held at the end of the normal four-year term of the General Council (''Consell General'', Andorra's parliament), but also following months of intense pressure from Co-Prince Nicolas Sarkozy to change the country's banking secrecy laws. The Social Democratic Party led by Jaume Bartumeu was the clear winner, with 45.03% of votes for its national list, followed by the "Reformist Coalition" led by the Liberal Party of Andorra (32.34%) and the new Andorra for Change party (18.86%). The Social Democrats hold fourteen seats in the General Council, against eleven for the Liberals and three for Andorra for Change. Jaume Bartumeu Cassany, GCIH (; born 10 November 1954) is an Andorran lawyer and politician, who served as the prime minister of Andorra from 2009 to 2011. He was a founding member of the Social Democratic Party (PS) in June 2000, in which he held the position of first secretary between 2000 and 2004. He was the leader of the opposition at the General Council between 2005 and 2009.
