Capital punishment is a legal penalty for murder in Japan, and is applied in cases of multiple murder or aggravated single murder. Executions in Japan are carried out by hanging, and the country has seven execution chambers, all located in major cities. After a four-year moratorium, executions resumed in 1993 and up to 15 have taken place almost each year since then. Thirteen of those executed in 2018, under former Minister of Justice and former think tank researcher Yōko Kamikawa, had taken part in the Tokyo subway sarin attack of 1995. It is applied in practice only for aggravated murder, although it is also a legal penalty for certain crimes against the state, such as treason and military insubordination, as well as kidnapping resulting in death. Executions are carried out by long drop hanging, and take place at one of the seven execution chambers located in major cities across the country. Death sentences are usually passed in cases of multiple murders, although there have been some cases where individuals who committed a single murder have been sentenced to death and executed, such as those involving torture, or kidnapping with a demand for ransom. Since 2000, 118 inmates have been executed in Japan, with the most recent being the execution of Tomohiro Katō, the perpetrator of the Akihabara massacre in 2008, who was executed on 26 July 2022. Kokichi Shimoinaba (April 29, 1926 – February 17, 2014) was a Japanese politician and police chief. He served as Minister of Justice from 1997 to 1998. Shimoinaba joined the former Home Ministry in 1947, just before the ministry was abolished. Mayumi Moriyama
was a Japanese politician of the Liberal Democratic Party, a member of the House of Representatives in the Diet (national legislature). Early life and education Moriyama was born in Tokyo on 7 November 1927. Her father was a businessman, who was progressive and liberal. Her mother was a conservative type of a housewife. Okiharu Yasuoka
was a Japanese politician of the Liberal Democratic Party (LDP), a member of the House of Representatives in the Diet (national legislature). A native of Kagoshima Prefecture and graduate of Chuo University, he was elected to the House of Representatives for the first time in 1972 as an independent. Kiyotaka Katsuta
was a Japanese serial killer and thief. Biography Katsuta was born in a farmhouse in Kyoto. Katsuta committed several murders and robbed several houses before being apprehended. The exact number of murders he committed is unknown. He killed his victims by strangling and shooting them. On October 27, 1982, he hit a police officer with a car and stole a handgun. On October 31, he attempted to commit a robbery, but killed a man with a handgun during the failed attempt. On November 1, he shot another man, who survived. Tetsuyuki Morikawa
was a Japanese serial killer who killed two of his ex-wife's relatives in Kumamoto, after having been released on parole for killing his mother-in-law in 1962. For the latter crimes, Morikawa was sentenced to death and subsequently executed in 1999.
