Kiribati is a full member of the Commonwealth, the IMF and the World Bank, and became a full member of the United Nations in 1999. A prominent Roman Catholic, Cella co-founded the National Catholic Prayer Breakfast and Catholic Vote. Early life and education Joseph James Cella was born on November 14, 1969, to his father, Robert Cella, and his mother, Janice Jean Rose.
