Sung Yong Kim ( ko, 김성용; born 1960) is an American diplomat of Korean descent serving as the United States Special Representative for North Korea Policy since 2021, and previously from 2014 to 2016. He has also served as the acting Assistant Secretary of State for East Asian and Pacific Affairs from January to June 2021. In 2008, Kim was appointed by President George W. Bush as the U.S. Special Envoy for the Six-Party Talks. He later served in the Obama and Trump administrations as the Ambassador to South Korea from 2011 to 2014 and as the Ambassador to the Philippines from 2016 to 2020. Robert Lee Rayford (February 3, 1953 – May 15 1969), sometimes identified as Robert R. due to his age, was an American teenager from Missouri who has been suggested to represent the earliest confirmed case of HIV/AIDS in North America based on evidence which was published in 1988 in which the authors claimed that medical evidence indicated that he was "infected with a virus closely related or identical to human immunodeficiency virus type 1." Jay Lefkowitz (born 20 November 1962) is an American lawyer. He is a senior partner at the Kirkland & Ellis law firm, and he also served as President George W. Bush's Special Envoy for Human Rights in North Korea. Career Lefkowitz is a graduate of Columbia University and Columbia Law School. Earlier in the George W. Bush administration, Lefkowitz was general counsel in the Office of Management and Budget and later deputy director of domestic policy at the White House. He crafted Bush's policy on stem cell research. After leaving the White House in 2003, he was twice offered West Wing jobs.
