This is a list of people who have held the position of Superintendent of Public Instruction of Wisconsin. Partisan affiliation is indicated by shading for superintendents elected prior to 1902, when partisan elections for this office were ended. Since 1902, state superintendents have been elected on a nonpartisan basis with no affiliation on the ballot; thusly, a state superintendent is not allowed to affiliate with a political party during his or her time in office. However, an individual elected or appointed to the office of state superintendent may be a member of a political party before and after their time in office. For example, Herbert J. George Earl Watson (October 16, 1897 – April 17, 1975) was an American educator. Born in Neenah, Wisconsin, Watson received his bachelor's degree from Lawrence University and his masters from University of Wisconsin–Madison. John Callahan (December 16, 1865 – May 10, 1956) was an American educator. Born in Golden's Bridge, New York, he moved with his family to Prescott, Wisconsin. He went to the public schools and did private study while working as a bricklayer. Callahan received his Wisconsin teacher's certificate, in 1894, and taught in rural schools. Callahan served as school principal and also served as superintendent of public schools in Menasha, Wisconsin. Callahan served as Superintendent of Public Instruction of Wisconsin from 1921 to 1949. Oliver Elwin Wells
Oliver Elwin Wells (July 2, 1853 – December 26, 1922) was an American educator. Born in Lamartine, Wisconsin, Wells lived in Vermont from 1858 to 1862, but moved back to Fond du Lac County, Wisconsin; Wells went to the University of Chicago, but did not graduate. He moved to Waupaca County, Wisconsin where he was principal of a school in Manawa, Wisconsin and then moved to Appleton, Wisconsin, where he was a superintendent of public schools. Then he moved to Wausau, Wisconsin, where he help set up the Wausau Normal School. He served as the Wisconsin Superintendent of Public Instruction from 1891 to 1895. Robert Graham (Wisconsin Politician)
Robert Graham (July 24, 1827December 14, 1892) was an American educator who served as the 12th Superintendent of Public Instruction of Wisconsin. Early career Graham was born in Putnam, New York, on July 24, 1827. He left office in 1887 and returned to teaching. His father died when he was a child and he was raised by his childless uncle and aunt. He received an academy education and began teaching school to pay for the cost of attending the State Normal School in Albany, New York (now the University at Albany, SUNY. He studied under David Perkins Page until his death in 1848. Graham continued teaching in New York and became Superintendent of Schools in Washington County, New York. In 1861, however, he was convinced by his wife, Mary's, family to move west and take up a homestead. William Clarke Whitford
William Clarke Whitford (May 5, 1828 – May 20, 1902) was an American educator, legislator, and pastor of the Seventh Day Baptist Church from Wisconsin. Biography Born in Edmeston, New York, Whitford received his degrees from Union College and Union Theological Seminary. He moved to what is now Milton, Wisconsin, where he served as President of Milton College and as pastor of the Seventh Day Baptist Church in Milton. He served in the Wisconsin State Assembly in 1868, sponsoring a bill for woman's suffrage; and was the Superintendent of Public Instruction of Wisconsin 1878–1882.
