The Rajya Sabha, constitutionally the Council of States, is the upper house of the bicameral Parliament of India. , it has a maximum membership of 245, of which 233 are elected by the legislatures of the states and union territories using single transferable votes through open ballots, while the president can appoint 12 members for their contributions to art, literature, science, and social services. The potential seating capacity of the Rajya Sabha is 245 (233 elected, 12 appointed), according to article 80 of the Indian Constitution. Members sit for staggered terms lasting six years, with about a third of the 238 designates up for election every two years, in even-numbered years. Nagaland
Nagaland () is a landlocked state in the northeastern region of India. Khyomo Lotha
Khyomo Lotha is an Indian politician from Nagaland. He represented the state in the upper house of the Indian Parliament, Rajya Sabha, for two terms. Political career Lotha was the General Secretary of the Nagaland Nationalist Organisation from 1967-69. In March 1975, Nagaland was brought under President's rule and the state assembly was placed under suspended animation. Lotha was a harsh critique of the move. He called it "most undemocratic" and a denial of the constitutional right of the majority party, United Democratic Front, to form the government. He alleged that the Central Government had engineered the toppling of the Vizol Koso government and demanded a parliamentary enquiry. In 1980, when the Central Government declared Assam as a 'disturbed area' under the Armed Forces (Special Powers) Act, Lotha signed a memorandum to the government opposing the move. Hokishe Sema
Hokishe Sema (6 March 1921 – 31 January 2007) was an Indian politician who served as the third Chief Minister of Nagaland and the fourth Governor of Himachal Pradesh. He was also a member of the drafting committee of Naga People's Convention. Early life Sema was born on 6 March 1921 in the Sütemi village in the erstwhile Naga Hills District (present-day Zünheboto District of Nagaland). He studied in Mokokchung Government School before proceeding to Serampore College and St Anthony's College in Shillong. He joined government service in the 1950s as a school inspector, later serving as an assistant commissioner of the then Naga Hills district of undivided Assam. Political career In the late 1950s, he became a member of the drafting committee of Naga People's Convention. Vizol Angami
Vizol Vitso-n Koso (16 November 1914 – 3 March 2008) was an Indian politician from Nagaland who served as the 4th Chief Minister of Nagaland twice from February 1974 until March 1975 and November 1977 until April 1980. He became the Chief Minister of Nagaland as part of the United Democratic Front (Nagaland). Early life Vizol Koso was born on 16 November 1914 to a Southern Angami family from Viswema. He did his initial education from Mission High School, Kohima. He did his matriculation from Government High School, Shillong. In 1951, he graduated from St. Edmund's College, Shillong. During the Second World War, Vizol joined the Royal Indian Air Force and served until 1946. After the war, he served as a private teacher in John High School, Viswema.
