The Rajya Sabha, constitutionally the Council of States, is the upper house of the bicameral Parliament of India. , it has a maximum membership of 245, of which 233 are elected by the legislatures of the states and union territories using single transferable votes through open ballots, while the president can appoint 12 members for their contributions to art, literature, science, and social services. The potential seating capacity of the Rajya Sabha is 245 (233 elected, 12 appointed), according to article 80 of the Indian Constitution. Members sit for staggered terms lasting six years, with about a third of the 238 designates up for election every two years, in even-numbered years. Banarsi Das Gupta (5 November 1917 – 29 August 2007) was an Indian politician who served as the 4th Chief Minister of Haryana state in India. Life Gupta was born in Bhiwani and he studied at Pilani in Rajasthan. Gupta was a renowned freedom Fighter and he went to jail many times during the British rule. He established Parja Mandal in erstwhile Jind State in pre-independence period and launched agitation for establishment of a responsible Government in Jind State and was imprisoned several times. Dinesh Singh (19 July 1925 – 30 November 1995) was an Indian politician. His family is from Kalakankar. He served as a Member of Parliament on several occasions, and twice served as the Minister of External Affairs of India. Early life and education Dinesh Singh was born on 19 July 1925, to Raja Awadhesh Singh, the taluqdar, or landed nobleman, of Kalakankar in Uttar Pradesh. Chaudhary Devi Lal (born Devi Dayal; 25 September 1915 – 6 April 2001) was an Indian statesman who served as 6th Deputy Prime Minister of India from 1989 to 1991 in the governments of V. P. Singh and Chandra Shekhar.
