The Republic of China (Taiwan) joined APEC in 1991 together with Mainland China and British Hong Kong. The heads of government of all Asia-Pacific Economic Cooperation Member Economies meet annually in a summit called "APEC Economic Leaders' Meeting" rotating in location among APEC's Member Economies. However, due to the nature of the Economic Forum of APEC and One China Policy, the President of the Republic of China is not allowed to appear in APEC and President of the Republic of China appoints a special envoy every year to attend APEC Meeting under the name Chinese Taipei. Chen Shui-bian
Chen Shui-bian (; born 12 October 1950) is a retired Taiwanese politician and lawyer who served as the president of the Republic of China (Taiwan) from 2000 to 2008. Chen was the first president from the Democratic Progressive Party (DPP) which ended the Kuomintang's (KMT) 55 years of continuous rule in Taiwan. He is colloquially referred to as A-Bian (阿扁). A lawyer, Chen entered politics in 1980 during the Kaohsiung Incident as a member of the Tangwai movement and was elected to the Taipei City Council in 1981. He was jailed in 1985 for libel as the editor of the weekly pro-democracy magazine ''Neo-Formosa'', following publication of an article critical of Elmer Fung, a college philosophy professor who was later elected a New Party legislator. Ma Ying-jeou ( zh, 馬英九, born 13 July 1950) is a Hong Kong-born Taiwanese politician who served as president of the Republic of China from 2008 to 2016. Previously, he served as justice minister from 1993 to 1996 and mayor of Taipei from 1998 to 2006. He served as chairman of the Kuomintang (KMT) from 2005 to 2007 and from 2009 to 2014. Ma first won the presidency by 58.45% of the popular vote in the presidential election of 2008, and was re-elected in 2012 with 51.6% of the vote. Lien Chan
Lien Chan (; born 27 August 1936) is a Taiwanese politician. He was the Chairman of the Taiwan Provincial Government from 1990 to 1993, Premier of the Republic of China from 1993 to 1997, Vice President of the Republic of China from 1996 to 2000, and was the Chairman of the Kuomintang (KMT) from 2000 to 2005, apart from various ministerial posts he had also held. Lien ran for the President of the Republic of China on behalf of the Kuomintang twice in 2000 and 2004, but both lost to Chen Shui-bian of the Democratic Progressive Party. Upon his retirement as KMT Chairman in August 2005, he was given the title Honorary Chairman of KMT. APEC Peru 2008 was a series of political meetings held around Peru between the 21 member economies of the Asia-Pacific Economic Cooperation during 2008. Although business leaders of the region also met before the summit officially began. Leaders from all the member countries met during November 22–23, 2008, in the capital city of Lima. The 21 members accounted for approximately 60 percent of the world's gross domestic product. Peruvian history in APEC Peru has been a full member of APEC since 1998. Lin Hsin-i
Lin Hsin-i (; born 2 December 1946) is a Taiwanese businessman. He served in the Democratic Progressive Party administration as Minister of Economic Affairs between 2000 and 2002, then as Vice Premier between 2002 and 2004. In November 2005, while a Senior Presidential Adviser, Lin attended the Asia Pacific Economic Cooperation (APEC) forum in Busan, South Korea, in place of Taiwan's President Chen Shui-bian. Because of opposition from the People's Republic of China, Taiwan's senior leaders are unable to attend APEC events in person and must send a ministerial-level envoy.
