Gaylord Kent Conrad (born March 12, 1948) is a former American politician who was a United States Senator from North Dakota. He is a member of the North Dakota Democratic-NPL Party, the North Dakota affiliate of the Democratic Party. First elected to the Senate in 1986, he served as chairman or Ranking Member of the Senate Budget Committee for 12 years. On January 18, 2011, Conrad announced that he was retiring from politics and would not run for reelection in 2012. He said in a statement that it was more important that "I spend my time and energy trying to focus on solving the nation's budget woes than be distracted by another campaign." Thomas Richard Carper (born January 23, 1947) is an American politician and former military officer serving as the senior United States senator from Delaware, having held the seat since 2001. The president pro tempore of the United States Senate (often shortened to president pro tem) is the second-highest-ranking official of the United States Senate, after the vice president. According to Article One, Section Three of the United States Constitution, the vice president of the United States is the president of the Senate (despite not being a senator), and the Senate must choose a president '' pro tempore'' to act in the vice president's absence.
