Specie Circular
The Specie Circular is a United States presidential executive order issued by President Andrew Jackson in 1836 pursuant to the Coinage Act. It required payment for government land to be in gold and silver. History The Specie Circular was a reaction to the growing concerns about excessive speculations of land after the Indian removal, which was mostly done with soft currency. The sale of public lands increased five times between 1834 and 1836. Speculators paid for these purchases with depreciating paper money. While government law already demanded that land purchases be completed with specie or paper notes from specie-backed banks, a large portion of buyers used paper money from state banks not backed by hard money as a consequence of Jackson's veto of the rechartering of the Second Bank of the United States. Post Office Circular
From the introduction of the Penny Black by the British postal system, Post Office Circulars have been sent out from the main office, (originally in Edinburgh), to give information and examples of the new postage stamps which were coming into general use. The original notice regarding the introduction of postage stamps was sent out in April 1840 and refers to the usage and cancellation of the 1d and 2d stamps. These are usually found with a pair of penny blacks attached. A second notice was sent on 7 May with examples of the 2d stamps as well as the VR official. The ''Pollen Analysis Circular'' was a mimeographed publication that maintained communications among scientists working on either side of the Atlantic Ocean during World War II and aided the early development of the field of palynology. It was initiated by Paul Sears in 1943 and published somewhat regularly until May 1949 (No. 17), by which time scientific meetings had again become feasible. Publication was made possible by contributions and the efforts of many individuals at various institutions. It provided comments and discussion on the field, progress reports on research projects, lists and addresses of researchers in the field, bibliographies, obituaries, and other news items. The International Astronomical Union Circulars (IAUCs) are notices that give information about astronomical phenomena. IAUCs are issued by the International Astronomical Union's Central Bureau for Astronomical Telegrams (CBAT) at irregular intervals for the discovery and follow-up information regarding such objects as planetary satellites, novae, supernovae, and comets. History The first series of IAUCs was published at Uccle during 1920–1922 when the IAU's first CBAT was located there; the first IAUC published in the present series was published in 1922 at Copenhagen Observatory after the transfer of the CBAT from Uccle to Copenhagen. The Valuev Circular (russian: Валуевский циркуляр, Valuyevskiy tsirkulyar; uk, Валуєвський циркуляр, Valuievs'kyi tsyrkuliar) of 18 July 1863 was a decree (ukaz) issued by Pyotr Valuev (Valuyev), Minister of Internal Affairs of the Russian Empire, by which many publications (religious, educational, and literature recommended for the use in primary literacy training of the commoners) in the Ukrainian language were forbidden, except for '' belles-lettres'' works. The circular has put the reason for the growing number of textbooks in Ukrainian and beginner-level books in Ukrainian as "the Poles' political interests" and the "separatist intentions of some of the Little Russians".
