Leopoldo Fernández
Leopoldo Fernández Ferreira (born 22 May 1952) is a Bolivian politician. A member of Social and Democratic Power (PODEMOS) Fernández was Prefect (Governor) of the northern Bolivian department of Pando from 2006 to 2008. Fernández was the first elected Prefect of Pando, an office that had previously been appointed by the President. He won the elections in December 2005. Fernández survived the August 2008 vote of confidence referendum, though he had over 14,000 votes against his governorship. Fernández's government strongly backed autonomy for the department, in alliance with other governors of the eastern "media luna" (half-moon, so known for their combined geographic shape) provinces Santa Cruz, Beni, Tarija. Nationwide referendums on autonomy held on July 2, 2006, were approved in all four departments. 2008 Bolivian Autonomy Referendums
Referendums on departmental autonomy statutes were held in four departments of Bolivia—Beni, Pando, Santa Cruz, and Tarija—in May and June 2008. These four departments, known as the ''Media Luna'', voted in favor of autonomy in the June 2006 elections. The National Electoral Court had blocked the referendums, along with the proposed referendum on Morales's new constitution. The referendums were also unconstitutional, as the constitution in force at the time had no provisions for departmental autonomy. Under the Framework Law on Autonomy, passed in 2010, the autonomy statutes must be harmonized with the 2009 Constitution before being enacted. The first autonomy referendum was held in Santa Cruz Department on 4 May 2008. Landelino Lavilla Alsina (6 August 1934 – 13 April 2020) was a Spanish lawyer and politician who served as the minister of justice from 1976 to 1979. He also served as member of parliament and as senator. His most important role was as President of the Congress of Deputies during the coup d'état of 23-F in 1981.
