Lemalu Herman Retzlaff
Lemalu Hermann Retzlaff is a Samoan New Zealander lawyer. He served as Attorney-General of Samoa from 2016 to 2020. He is the son of former attorney-general and deputy prime minister Misa Telefoni Retzlaff. Early life and career Retzlaff was born in Samoa and was educated at Apia Primary and Leifiifi Intermediate Schools. From 2001 he worked as a commercial law lecturer at the National University of Samoa before moving to New Zealand to work as a Crown Prosecutor. He was later a solicitor with the New Zealand Ministry of Justice's Public Defence Service. For two terms he was president of New Zealand's Pacific Law Association. In the 2014 New Zealand general election he stood as a candidate for the New Zealand Labour Party in the newly-created electorate of Upper Harbour, losing to Paula Bennett. The Land and Titles Bill is one of three bills passed by the Legislative Assembly of Samoa to reform the legal framework around the Land and Titles Court of Samoa and Samoan customary law. The bills are viewed by some as undermining human rights and the rule of law, and are the subject of significant controversy in Samoa. The bills were passed on 15 December 2020. Background Samoan law stems from two sources: English common law, as ultimately embodied in the Constitution of Samoa, and Samoan customary law, such as ''Faʻamatai''. In 1992 the Supreme Court of Samoa found that "Samoa has two systems of law working side by side. On the one hand, we have statute law, English common law and equity, on the other, custom and usage and the principles of customary law which governs the holding of matai titles and customary land—each legal system has its own court." Fepulea'i Attila Ropati (born 1968) is a Samoan judge who served as President of the Land and Titles Court of Samoa from 2016 to 2022. Fepulea'i is from the village of Saleaula. He was educated at the University of the South Pacific, University of New England and the University of Tasmania. He has previously worked as a lawyer, for the Samoa Shipping Corporation and for the Land and Titles Court. From 2008 to 2016 he was Clerk of the Legislative Assembly of Samoa. In July 2016 he was appointed as President of the Land and Titles Court, and he was sworn in on 1 August 2016. The Land and Titles Court of Samoa is a specialist court dealing with Matai titles and customary land in Samoa. The Court was originally established in 1903 under the German colonial administration as a Land Commission. It was continued under the New Zealand colonial administration, and formally became a court of record in 1934, though it was not renamed until 1937. It was continued by part IX of the Constitution of Samoa, which provided it with "such composition and with such jurisdiction in relation to Matai titles and customary land as may be provided by Act". Colonial law governing the Court was repealed in 1981, and replaced with the ''Land and Titles Act 1981''. Fuiavailili Egon Lincoln Keil (born ~1965) was Samoa's Police Commissioner from March 2015 to August 2021. Early life Keil is from the village of Palauli. He is the son of businessman Maposua Rudolf Keil. He was educated at California State University, Dominguez Hills, graduating with a B.Sc. in criminal justice administration. Paula Bennett
Paula Lee Bennett (born 9 April 1969) is a New Zealand former politician who served as the 18th deputy prime minister of New Zealand between December 2016 and October 2017. She served as the deputy leader of the National Party from 2016 to 2020 and as MP for Upper Harbour from 2014 to 2020.
