Legislative Council Of Nova Scotia
The Legislative Council of Nova Scotia was the upper house of the legislature of the Canadian province of Nova Scotia. It existed from 1838 to May 31, 1928. From the establishment of responsible government in 1848, members were appointed by the Lieutenant Governor of Nova Scotia on the advice of the Premier. Before Confederation The Legislative Council had its origins in the older unified Nova Scotia Council, created in 1719 and appointed in 1720, which exercised a combination of executive and judicial functions. Its functions were more formally specified in instructions issued by the Board of Trade in 1729. The Council acted as the Governor's cabinet and as the province's General Court until the Supreme Court of Nova Scotia was established in 1754 (but its judicial function was not totally eliminated). Lucius Cary, 10th Viscount Falkland
Lucius Bentinck Cary, 10th Viscount Falkland GCH, PC (5 November 1803 – 12 March 1884), styled Master of Falkland until 1809, was a British colonial administrator and Liberal politician. Background Falkland was the son of Charles John Cary, 9th Viscount Falkland, and his wife, Christiana. He succeeded as tenth Viscount Falkland in 1809 at the age of five after his father was killed in a duel. He was educated at the Royal Military College, Sandhurst and on 21 April 1821, purchased an ensigncy in the 22nd Regiment of Foot. He exchanged from the half-pay of that regiment to the 63rd Regiment of Foot on 13 December 1821, and then to the 71st Regiment of Foot on 20 December 1821. Falkland purchased a lieutenancy in the 7th Regiment of Foot on 6 January 1825, and a captaincy on 9 December 1826. He retired from the Army in November 1830. William Thomas Pipes
William Thomas Pipes (April 15, 1850 – October 7, 1909) was a politician in Nova Scotia, Canada. Biography Pipes was born in Amherst, Nova Scotia. He ran in the 1878 federal election against Charles Tupper, but was unable to wrest away Tupper's seat in the House of Commons of Canada. In 1882, Pipes ran as a Liberal candidate in the provincial election and won a seat. The Liberals unexpectedly won the most seats in the legislature despite the fact that they had no leader. William S. Fielding was at the time editor of the Halifax ''Morning Chronicle'' and could have become premier, but declined due to his lack of financial resources. The caucus selected Pipes to lead the party and become the sixth Premier. The position was an unpaid one at the time, so Pipes had to continue his law practice. Sir John George Bourinot, (October 24, 1836 – October 13, 1902) was a Canadian journalist, historian, and civil servant, sole author of the first Canadian effort in 1884 to document ''Parliamentary Procedure and Practice'', and remembered as an expert in parliamentary procedure and constitutional law. William Ewart Gladstone ( ; 29 December 1809 – 19 May 1898) was a British statesman and Liberal politician.
