Lee P. Brown
Lee Patrick Brown (born October 4, 1937) is an American politician, criminologist and businessman; in 1997 he was the first African-American to be elected mayor of Houston, Texas. He was re-elected twice to serve the maximum of three terms from 1998 to 2004. He has had a long career in law enforcement and academia; leading police departments in Atlanta, Houston and New York over the course of nearly four decades. With practical experience and a doctorate from University of California, Berkeley, he has combined research and operations in his career. After serving as Public Safety Commissioner of Atlanta, Georgia, he was appointed in 1982 as the first African-American police chief in Houston, Texas, where he implemented techniques in community policing to reduce crime. The following is a list of people who have served as mayor of the city of Houston in the U.S. state of Texas. Until 2015, the term of the mayor was two years. Beginning with the tenure of Bob Lanier, the city charter imposed term limits on officeholders of no more than three terms (six years total). On November 3, 2015, voters approved Proposition 2, which extended the terms of the Mayor, City Controller and City Councilmembers to four years, while imposing a limit of two terms. Second Great Migration (African American)
In the context of the 20th-century history of the United States, the Second Great Migration was the migration of more than 5 million African Americans from the South to the Northeast, Midwest and West. It began in 1940, through World War II, and lasted until 1970. It was much larger and of a different character than the first Great Migration (1916–1940), where the migrants were mainly rural farmers from the South and only came to the Northeast and Midwest. In the Second Great Migration, not only the Northeast and Midwest continued to be the destination of more than 5 million African Americans, but also the West as well, where cities like Los Angeles, Oakland, Phoenix, Portland, and Seattle offered skilled jobs in the defense industry.
