Larbi Belkheir
Maj.-Gen. Larbi Belkheir ( ar, العربي بلخير) was a noted Algerian retired general and political figure. Biography He was born in Frenda (now in Tiaret Province) in 1938, and joined the French army, reaching the rank of second lieutenant. After independence in 1962, he was sent to the Soviet Union for further training. After returning, he became chief of staff at Ouargla, then for the entire 2nd Military Region (around Oran). In 1975, he became director of ENITA, a military technical institute at Bordj El Bahri. He was close to the next president, Chadli Bendjedid, whom he helped choose; under Bendjedid's rule, he became head of the High Council for Security, secretary-general of the presidency, and head of the Cabinet, and attained the rank of major-general. From 18 October 1991 to 19 July 1992, during Algeria's first free elections, he was Minister of the Interior. Defectors from the French army to the ALN, pejoratively called hizb França (the party of France) or abbreviated DAF (''défecteurs de l'armée française'') constitute an important faction in the Algerian army, and more generally the Algerian power structure, including such key generals as Khaled Nezzar, Mohamed Lamari, Larbi Belkheir, Mohamed Touati, and Abbas Gheziel. This faction gained power after 1988, especially during the Algerian Civil War. ''El Moudjahid'' is an Algerian French-language newspaper. It was founded during the Algerian War to inform FLN resistance fighters, and after independence it became the newspaper of the single-party FLN government. Since the FLN was voted out of power in 1991, the newspaper is no longer affiliated with that party. History and profile ''El Moudjahid'' was originally conceived as an FLN guerrilla information bulletin during the 1954-62 Algerian War, circulated among resistance fighters. Its name, a French transliteration of the Arabic مجاهد (Mujahid), means "holy warrior", which the FLN called its fighters.
