Land Reform In India
Land reform refers to efforts to reform the ownership and regulation of land in India. Or, those lands which are redistributed by the government from landholders to landless people for agriculture or special purpose is known as Land Reform. Goals Land distribution has been part of India's state policy from the very beginning. Independent India's most revolutionary land policy was perhaps the abolition of the Zamindari system (feudal landholding practices). Land-reform policy in India had two specific objectives: "The first is to remove such impediments to increase in agricultural production as arise from the agrarian structure inherited from the past. Land Reform
Land reform is a form of agrarian reform involving the changing of laws, regulations, or customs regarding land ownership. Land reform may consist of a government-initiated or government-backed property redistribution, generally of agricultural land. Land reform can, therefore, refer to transfer of ownership from the more powerful to the less powerful, such as from a relatively small number of wealthy or noble owners with extensive land holdings (e.g., plantations, large ranches, or agribusiness plots) to individual ownership by those who work the land. Such transfers of ownership may be with or without compensation; compensation may vary from token amounts to the full value of the land. Land Reform In Kerala
Due to the ancient land relations and taxation and regulation under the British Raj, at the time of independence, India inherited a semi-feudal agrarian system, with ownership of land concentrated in the hands of a few individual landlords. Since independence, there has been voluntary and state initiated/mediated land reforms in several states. The most notable and successful example of land reforms are in the states of West Bengal and Kerala. The Land Reforms Ordinance was a law in the state of Kerala, India by K. R. Gowri Amma minister in the first EMS government. The EMS government was the first communist state government popularly elected to power in India, in the southern state of Kerala. Soon after taking its oath of office in 1957, the government introduced the controversial Land Reforms Ordinance, which was later made into an act. The Indian Express
''The Indian Express'' is an English-language Indian daily newspaper founded in 1932. It is published in Mumbai by the Indian Express Group. In 1999, eight years after the group's founder Ramnath Goenka's death in 1991, the group was split between the family members. Operation Barga
Operation Barga was a land reform movement, throughout rural West Bengal for recording the names of sharecroppers (bargadars) while avoiding the time-consuming method of recording through the settlement machinery. It bestowed on the bargadars, the legal protection against eviction by the landlords (jotedars), and entitled them to the due share of the produce. Operation Barga was launched in 1978 and concluded by the mid-1980s. Introduced in 1978, and given legal backing in 1979 and 1980, Operation Barga became a popular but controversial measure for land reforms. The ultimate aim of these land reforms was to facilitate the conversion of the state's bargadars into landowners, in line with the Directive Principles of State Policy of the Indian Constitution. Benoy Choudhury
Benoy Choudhury (14 January 1911 – 6 May 2000) was an Indian revolutionary freedom fighter and politician, belonging to the CPI(M), who played a major role in land reforms in the Indian state of West Bengal. Early life He passed matriculation from Burdwan Municipal High School and Intermediate in Science from Serampore College, under the University of Calcutta. As a student at the age of thirteen, Chowdhury joined the Indian freedom movement, joining the Indian National Congress party in 1924 along with his friend Saroj Mukherjee. He joined the Jugantar group in 1928 and was in jail before he could sit for his B.A. examination. While studying in Serampore College, he and Saroj Mukherjee became acquainted with Dr. Bhupendranath Datta and Communist leaders Muzaffar Ahmed and Abdul Halim.
