''League of United Latin American Citizens v. Perry'', 548 U.S. 399 (2006), is a Supreme Court of the United States case in which the Court ruled that only District 23 of the 2003 Texas redistricting violated the Voting Rights Act. The Court refused to throw out the entire plan, ruling that the plaintiffs failed to state a sufficient claim of partisan gerrymandering. The opinion requires lawmakers to adjust Congressional district boundaries in comport with the Court's ruling, though the ruling ultimately did not substantially reduce or reverse the Republican gains as a result of the redistricting in Texas. The League of United Latin American Citizens (LULAC) is the largest and oldest Hispanic and Latin-American civil rights organization in the United States. It was established on February 17, 1929, in Corpus Christi, Texas, largely by Hispanics returning from World War I who sought to end ethnic discrimination against Latinos in the United States. Gerrymandering is the practice of setting boundaries of electoral districts to favor specific political interests within legislative bodies, often resulting in districts with convoluted, winding boundaries rather than compact areas.
