Lord Lieutenant
A lord-lieutenant ( ) is the British monarch's personal representative in each lieutenancy area of the United Kingdom. Historically, each lieutenant was responsible for organising the county's militia. In 1871, the lieutenant's responsibility over the local militia was removed. However, it was not until 1921 that they formally lost the right to call upon able-bodied men to fight when needed. Lord-lieutenant is now an honorary titular position usually awarded to a retired notable person in the county. Origins England and Wales Lieutenants were first appointed to a number of English counties by King Henry VIII in the 1540s, when the military functions of the sheriffs were handed over to them. Each lieutenant raised and was responsible for the efficiency of the local militia units of his county, and afterwards of the yeomanry and volunteers. Peeblesshire
Peeblesshire ( gd, Siorrachd nam Pùballan), the County of Peebles or Tweeddale is a historic county of Scotland. Its county town is Peebles, and it borders Midlothian to the north, Selkirkshire to the east, Dumfriesshire to the south, and Lanarkshire to the west. History The origins of Peeblesshire are obscure, but it became a shire sometime around the twelfth century, covering part of the historic district or province of Tweeddale. The southern part of Tweeddale became the sheriffdom of Selkirkshire, also known as Ettrick Forest, whilst the northern part of Tweeddale was initially divided into two sheriffdoms, based at Peebles and Traquair, before those two were united as the single shire of Peebles, or Peeblesshire, around 1304. From then on the shires gradually became the more important areas for administration; the old provinces were not abolished as such, but their importance diminished. Alexander Murray, 7th Lord Elibank
Alexander Murray, 7th Lord Elibank (24 April 1747 – 24 September 1820) was a Scottish peer. Background Elibank was the son of Reverend Gideon Murray, younger son of Alexander Murray, 4th Lord Elibank. His mother was Elizabeth, daughter of General David Montolieu, Baron de St Hypolite, while Patrick Murray, 5th Lord Elibank was his paternal uncle. His brother was David Murray (1748–1794). Political career Elibank was returned to Parliament for Peeblesshire in 1783, a seat he held until 1784. In 1785 he succeeded his uncle as seventh Lord Elibank. However, as this was a Scottish peerage it did not entitle him to a seat in the House of Lords. He also served as Lord Lieutenant of Peeblesshire between 1794 and 1820. Family Lord Elibank was twice married. He married firstly Mary Clara, daughter of Lewis Charles Montolieu, Baron de St Hypolite, in 1776. Francis Wemyss Charteris Douglas, 8th Earl of Wemyss, 4th Earl of March (15 April 177228 June 1853), known as the Earl of March from 1810 to 1826 and as the Earl of Wemyss and March from 1826 to 1853, was a Scottish peer. Background Wemyss was the son of Francis Wemyss Charteris, Lord Elcho (1749–1808), and the grandson of Francis Charteris, ''de jure'' 7th Earl of Wemyss. He was educated at Eton College 1780 to 1787. In 1810 he succeeded his second cousin twice removed William Douglas, 4th Duke of Queensberry and 3rd Earl of March to the Earldom of March, as the lineal heir male of the aforementioned Lady Anne Douglas, sister of the first Earl of March. He then assumed the surname of Douglas. Montolieu Fox Oliphant Murray, 1st Viscount Elibank DL, JP (27 April 1840 – 20 February 1927) was a British nobleman. The eldest son of Alexander Oliphant-Murray, 9th Lord Elibank and Emily Montgomery, he was educated privately and entered the Royal Navy in 1854. In 1860 he served in the Second Opium War aboard HMS ''Cambrian'' (medal and Taku clasp). He later served in the corvette HMS ''Wolverine'' during the Jamaica Rebellion of 1865. He retired in 1870 with the rank of Commander. He succeeded his father as 10th Lord Elibank in 1871. He was Lord Lieutenant of Peeblesshire from 1896 to 1908. Edward Priaulx Tennant, 1st Baron Glenconner (31 May 1859 – 21 November 1920), known as Sir Edward Tennant, 2nd Baronet, from 1906 to 1911, was a Scottish Liberal politician. Thomas David Gibson-Carmichael, 1st Baron Carmichael, (18 March 1859 – 16 January 1926), known as Sir Thomas Gibson-Carmichael, 11th Baronet, between 1891 and 1912, was a Scottish Liberal politician and colonial administrator. Gideon Oliphant-Murray, 2nd Viscount Elibank (7 August 1877 – 12 March 1951) was a Scottish colonial administrator, politician and nobleman. He was the third son of 1st Viscount Elibank of Selkirkshire and his wife Blanche Alice ''née'' Scott of Portsea, Portsmouth, Hampshire. The family moved to Dresden in Germany in 1886, and he received his early education in the city, before attending Blairbridge School in Scotland. On completing his education he took a job in a London bank, from which he resigned in 1897. Colonial administration In 1898 he left the United Kingdom to begin a career as a colonial administrator when he became private secretary to George Le Hunte, Lieutenant-Governor of British New Guinea. Two years later he was created a resident magistrate in the Western Division of the colony, and in 1901 was appointed acting commandant of the Armed Native Constabulary.
