Juneau, Alaska, presently incorporated as a unified home rule municipality called the City and Borough of Juneau, was designated the capital of Alaska on June 6, 1900. The organic act passed by the U.S. Congress which established Juneau as the capital also allowed Alaskan communities to incorporate for the first time. Sitka and Nome both established "provisional governments" prior to this; Juneau did not follow suit, but did provide limited public services prior to incorporation, such as fire protection and school instruction. Following the passage of the organic act, Juneau's incorporation petition was certified and the first election of officials occurred on June 29, 1900. Douglas, located a short distance southwest of Juneau across Gastineau Channel, followed suit by incorporating on March 29, 1902. Arthur Delaney (politician)
Arthur K. Delaney (January 10, 1841January 21, 1905) was an American lawyer, Democratic politician, and pioneer of Wisconsin and Alaska. He was the first mayor Juneau, Alaska, and was appointed United States District Judge for Alaska by President Grover Cleveland. Earlier in his career, he served as United States Attorney for the Eastern District of Wisconsin and represented Dodge County in the Wisconsin Legislature for three years. Early life and career Arthur Delaney was born near Fort Ticonderoga, in Essex County, New York, in 1841. He came to the Wisconsin Territory with his parents when he was just four years old. Waino Hendrickson
Waino Edward Hendrickson (June 18, 1896June 22, 1983) was an American Republican politician & businessman, the final Governor of the Territory of Alaska, before statehood. Hendrickson was born in Juneau in 1896. He served in World War I before he became a manager at the Juneau city dock. He worked in business before he entered politics in 1946 and was elected Mayor of Juneau. He served as mayor until 1953. He was also a member of the Territorial House from 1948 to 1953. He was Secretary of Alaska Territory from 1953 to 1959 in which capacity he served as acting governor twice because of the resignations of Governors Frank Heintzleman and Mike Stepovich. Thomas Haigh Judson (9 July 1857 – 4 September 1908) was an English-born international rugby union player who played club rugby for Llanelli and international rugby for Wales. He later became a member of the first London Welsh team. Rugby career Judson won his first international cap when, as a member of the first class team Llanelli, he was selected to play in the inaugural Home Nations Championship against England. Under the captaincy of Charles Lewis, Judson was one of three Llanelli players in the Wales squad, the others being Alfred Cattell and Harry Bowen. Wales was competent, but unspectacular, and was out-classed by the Australian wing Charles Wade in a four tries and two goals to nil loss. Charles W. Carter (1869–1961) was a Canadian-born mortician and politician in the U.S. territory of Alaska. He was born in 1869 in Otonabee Township, Peterborough County, Ontario, Canada, the son of James Julian Carter (of Irish descent) and Sarah Jane Fife (of Scottish descent). Carter's original name was Silas Whitfield Carter. He was in San Francisco, California, when news of the Klondike gold strike arrived, and he headed north to Skagway, Alaska in 1897.
