Berat
Berat (; sq-definite, Berati) is the ninth most populous city of Albania and the seat of Berat County and Berat Municipality. By air, it is north of Gjirokastër, west of Korçë, south of Tirana, and east of Fier. Berat is located in the south of the country. It is surrounded by mountains and hills, including Tomorr on the east that was declared a national park. The river Osum (total length ) runs through the city before it empties into the Seman within the Myzeqe Plain. The municipality of Berat was formed at the 2015 local government reform by the merger of the former municipalities Berat, Otllak, Roshnik, Sinjë, and Velabisht, that became municipal units. The seat of the municipality is the city Berat. The total population is 60,031 (2011 census), in a total area of . The population of the former municipality at the 2011 census was 32,606. Albanian Declaration Of Independence
The Albanian Declaration of Independence ( Albanian: ''Deklarata e Pavarësisë'') was the declaration of independence of Albania from the Ottoman Empire. Independent Albania was proclaimed in Vlorë on 28 November 1912. Six days later the Assembly of Vlorë formed the first Government of Albania which was led by Ismail Qemali and the Council of Elders (Pleqnia). The success of the Albanian Revolt of 1912 sent a strong signal to the neighboring countries that the Ottoman Empire was weak. The Kingdom of Serbia opposed the plan for an Albanian Vilayet, preferring a partition of the European territory of the Ottoman Empire among the four Balkan allies. Balkan allies planned the partition of the European territory of the Ottoman Empire among them and in the meantime the territory conquered during First Balkan War was agreed to have status of the Condominium. Ilias Vrioni
Ilias bej Vrioni (1 January 1882 – 12 March 1932) was an Albanian politician and landowner. He was one of the signatories of the Albanian Declaration of Independence and served as Prime Minister of Albania three times. Biography Ilias Vrioni was born in 1882 in Berat, in the Janina Vilayet of the Ottoman Empire to Mehmet Ali Pasha of the Vrioni family and Hysnije Vokopola of the Vokopola family. His household had great chifliks in the surroundings of Berat, Fier, and in the Myzeqe plain. His father was a high dignitary of the administration of the Ottoman Empire and collaborator of Abdyl Frashëri at the time of the Congress of Berlin, his mother came from a local landowning family that had their chifliks in the surroundings of Vokopolë. He was one of the signatories of the Albanian Declaration of Independence in 1912. He served three times as Prime Minister and five times as Minister of Foreign Affairs. Dhimitër Tutulani
Dhimitër Tutulani (19 March 1857 – 1937), also known as Taq Tutulani or Dhimitraq Tutulani, was an Albanian lawyer and politician from city of Berat. He was one of the signatories of the Albanian Declaration of Independence. Life Dhimitër Tutulani was born in the ''Goricë'' neighbourhood of Berat, on 19 March 1857, in a relatively rich family. His family roots originated from Vithkuq, near Korçë, having been settled there after they left Voskopojë. Tutulani family had settled to Berat and since then had been merchants. Certain old toponyms in Berat, i.e. "Ara e Tutulanëve" (Tutulani's field) or "Çezma e Tutulanit" (Tutulani's drinking fountain) give hints on the economical state and prestige of the family. After finishing the first studies in his home town, he finished the Zosimea high school in Yannina where he learned several foreign languages, and later studied at the University of Athens where he graduated in jurisprudence.
