Civilians under international humanitarian law are "persons who are not members of the armed forces" and they are not "combatants if they carry arms openly and respect the laws and customs of war". It is slightly different from a non-combatant, because some non-combatants are not civilians (for example, military chaplains who are attached to the belligerent party or military personnel who are serving with a neutral country). William Brian Binnie (April 26, 1953 – September 15, 2022) was a United States Navy officer and one of the test pilots for SpaceShipOne, the experimental spaceplane developed by Scaled Composites and flown from 2003 to 2004. Early life Binnie was born in West Lafayette, Indiana, on April 26, 1953, where his Scottish father William P. Binnie was a professor of physics at Purdue University. The family returned to Scotland when Binnie was five, and lived in Aberdeen (his father taught at Aberdeen University) and later in Stirling. When Binnie was a teenager the family moved to Boston. Sirisha Bandla ( 1988) is an Indian-American aeronautical engineer. She's the Vice President of Government Affairs and Research Operations for Virgin Galactic. She flew on the Virgin Galactic Unity 22 mission which made her the second India-born woman to go to space and the fourth person of Indian descent ever to go past the line of space after Rakesh Sharma, Kalpana Chawla and Sunita Williams. Early life and education Bandla was born into a Telugu-speaking Hindu family in the Guntur district of Andhra Pradesh, India. After her birth, Bandla's family moved to Tenali in Guntur. David William Donald Mackay (born 1957) is the Chief Pilot of Virgin Galactic, a commercial astronaut and a former RAF test pilot. He is the first native-born Scot to visit space. Frederick Wilford Sturckow (born August 11, 1961) is an engineer, retired United States Marine Corps officer, former NASA astronaut, and commercial spacecraft pilot. Sturckow is a veteran of four Space Shuttle missions. He flew on STS-88 and STS-105 as a pilot and STS-117 and STS-128 as a commander. All four missions docked with the International Space Station, making Sturckow one of three American astronauts to visit the station four times.
