This is a list of countries by Internet connection speed for average and median data transfer rates for Internet access by end-users. The difference between average and median speeds is the way individual measurements are aggregated. Average speeds are more commonly used but can give a wrong impression of the actual user experience since fast connections can bias the average results. Median results represent the point where half the population has faster and the other half of the population has slower data transfer rates. } Speedtest.net, also known as Speedtest by Ookla, is a web service that provides free analysis of Internet access performance metrics, such as connection data rate and latency. It is the flagship product of Ookla, a web testing and network diagnostics company founded in 2006, and based in Seattle, Washington, United States. The service measures the data throughput (''speed'') and latency (''connection delay'') of an Internet connection against one of around 11,000 geographically dispersed servers (as of August 2021). In August 2014, Opensignal raised a $4 million Series A investment from Qualcomm Ventures, OATV and Passion Capital. Products and services The OpenSignal application points the user in the direction of better phone signal, measures signal strength, data speed and reliability, and displays nearby Wi-Fi networks. Users of the app share information with Opensignal, which is used in their independent maps of carrier coverage and NetworkRank service. As of July 2021 the app has been downloaded over 10 million times. Opensignal NetworkRank is an in-app service comparing the performance of different cellular carriers in particular regions. The Government Broadband Index (gBBi) is a report compiled by the Economist Intelligence Unit that assesses countries on the basis of government planning, as opposed to current broadband capability. With ambitious targets for both the speed and coverage of next-generation broadband networks, the developed countries of East Asia scored highest in the Economist Intelligence Unit's first government broadband index. According to the index Greece is the worst-performing country measured, owing to its relatively low coverage target and drawn-out deployment schedule. Greece also suffers due to the considerable size of its public-funding commitment as a percentage of overall government budget revenues, and because its plan does little to foment competition in the high-speed broadband market.
