The Chief Secretary of Maharashtra is the top-most executive official and Civil Services of India, senior-most civil servant of the Maharashtra State. The Chief Secretary is the ''ex-officio'' head of the state Civil Services Board, the State Secretariat, the state cadre Indian Administrative Service and all civil services under the rules of business of the state government. The Chief Secretary acts as the principal advisor to the chief minister (India), chief minister on all matters of state administration. The Government of Maharashtra is the state governing authority for the state of Maharashtra, India. It is a democratically elected government with 288 MLAs elected to the Vidhan Sabha for a five-year term. Maharashtra has a Maharashtra Legislature which consists of two Houses, the Vidhan Sabha (Legislative Assembly) and the Vidhan Parishad (Legislative Council). As is the case in a parliamentary system, the government is formed by the party, alliance or group of assembly members who command the majority in the Lower House. The Lower House majority leader becomes the Chief Minister and selects the cabinet members from both Houses. In case an unelected person becomes the Chief Minister, they must be elected to either House within the following six months. Location The seat of the Vidhan Parishad is situated at the Nariman Point area of South Mumbai in the capital Mumbai. The Maharashtra Vidhan Sabha or the Maharashtra Legislative Assembly is the lower house of the legislature of the Indian state of Maharashtra. It is situated in the Nariman Point area of South Mumbai in the capital Mumbai. Presently, 288 members of the Legislative Assembly are directly elected from the single-seat constituencies. The members of the upper house, the Maharashtra Vidhan Parishad (the legislative council) are indirectly elected through an electoral college.
