The Health Sciences Centre (HSC), located in Winnipeg, is the largest health-care facility in Manitoba and one of the largest hospitals in Canada. It serves the residents of Manitoba, Northwestern Ontario, and Nunavut as both a teaching hospital and as a research centre. HSC is a tertiary care hospital, encompassing many different specialty medical and surgical services. The Health Sciences Centre employs around 8,000 people. A few other health-related institutions are located adjacent to the hospital. The HSC has a campus and houses various operations. Starbuck is a community in Manitoba on the La Salle River, and is located within the Rural Municipality of Macdonald. Starbuck is about a 25-minute drive from Winnipeg along Provincial Trunk Highway (PTH) 2. Also Provincial Road 332 runs north and south of town. The Canadian Pacific Railway's Souris line still runs through Starbuck providing the primary means of shipping grain out of the terminal. Passenger train service was halted a number of decades ago. Canada's National Airport System (NAS) was defined in the National Airports Policy published in 1994. It was intended to include all airports with an annual traffic of 200,000 passengers or more, as well as airports serving the national, provincial and territorial capitals. All airports in the NAS, with the exception of the three territorial capitals, are owned by Transport Canada and leased to the local authorities operating them.
