A letter of credence (french: Lettre de créance) is a formal diplomatic letter that designates a diplomat as ambassador to another sovereign state. Commonly known as diplomatic credentials, the letter is addressed from one head of state to another, asking them to give credence (french: créance) to the ambassador's claim of speaking for their country. The letter is presented personally by the ambassador-designate to the receiving head of state in a formal ceremony, marking the beginning of the ambassadorship. Letters of credence are traditionally written in French, the ''lingua franca'' of diplomacy. However, they may also be written in the official language of the sending state. The United States ambassador to the Republic of Cuba is the official representative of the president of the United States to the head of state of Cuba, and serves as the head of the Embassy of the United States in Havana. Direct bilateral diplomatic relations did not exist between the two countries from 1961 to 2015. President Dwight D. Eisenhower severed relations following the Cuban Revolution on January 3, 1961. Ernesto Dihigo y López Trigo (23 January 1896 – 1991) was a prominent Cuban jurist, diplomat, and professor. He served as the Cuban Foreign Minister during the administration of the presidency of Carlos Prio Socarras (1950-1951). He served as the Cuban Ambassador to the United States from January 1959 until February 1961 after the regime of Fulgencio Batista was overthrown by Fidel Castro. Dihigo was a member of the Cuban Supreme Court in 1943 and served as a delegate to the United Nations. He served on the commission that wrote the 1948 Universal Declaration of Human Rights. Dihigo's draft declaration was among the first considered when the U.N. Commission on Human Rights began work in 1946. He also pushed successfully for the Organization of American States to adopt its own American Declaration of the Rights and Duties of Man and to establish an inter-American human-rights court. Nicolas Arroyo
Nicolás Arroyo Márquez (31 August 1917 in Havana, Cuba - 13 July 2008 in Washington, D.C.) was a Cuban architect, diplomat and minister. He was the last Cuban Ambassador to the United States in 1958 before Fidel Castro's rise to power. He had previously served in the government of Fulgencio Batista as the Minister of Public Works (1952–1958). Arroyo was the third of five children born to lawyer Nicholas Arroyo, and Hortensia Marquez. He received his architecture degree from the University of Havana in 1941 and practiced in Cuba until 1959, during which time he also served as Cuba's minister of public works. In December 1942, he married fellow architect Gabriela Menendez Garcia-Beltran (died 10 July 2008) and formed the architectural firm "Arroyo y Menendez." Miguel Ángel de la Campa y Caraveda (8 December 1882 – 19 August 1965) was a Cuban diplomat, lawyer and author. Campa was the son of Spaniards Miguel Angel de la Campa-Alvarodiaz and Maria Teresa Caraveda. He graduated from the Colegio de Belen in 1900 and later the University of Havana School of Law. He served in the Cuban diplomatic corps from 1906 to 1958. He served as the Cuban Ambassador to Spain, Italy, Mexico, Japan, the United Nations.
