Permanent Secretary
A permanent secretary (also known as a principal secretary) is the most senior Civil Service (United Kingdom), civil servant of a department or Ministry (government department), ministry charged with running the department or ministry's day-to-day activities. Permanent secretaries are the non-political civil service Chief executive officer, chief executives of government departments or ministries, who generally hold their position for a number of years (thus "permanent") at a ministry as distinct from the changing political secretaries of state to whom they report and provide advice. Anandatissa De Alwis
Maha Amarasinghege Anandatissa de Alwis (21 August 1919 – 22 August 1996) was a Sri Lankan journalist, marketer and politician. He was the Speaker of the National State Assembly, a Minister of State and the fourth Governor of the North Western Province of Sri Lanka. Early career De Alwis started his career as a journalist, serving as a war-time reporter. Later he served as private secretary to Sir John Kotelawala. He thereafter moved into advertising, working as a copy writer with Reggie Candappa at Grant McCann Erickson. He then left Grants to join J. Walter Thompson. He left J. Walter Thompson in 1965, to take up the post of Permanent Secretary to the Ministry of State, under J. R. Jayewardene who was the Minister of State. Kamal Gunaratne
General G. D. H. Kamal Gunaratne, WWV, RWP, RSP, USP is a retired Sri Lankan military officer. He is the Secretary to the Ministry of Defence and the State Ministry of National Security and Disaster Management. A retired career officer of the Sri Lanka Army, Gunaratne had served as the former Commander Security Forces Headquarters - Wanni, General Officer Commanding (GOC), 53 Division and was a former Deputy Ambassador to Brazil. He was the GOC of the 53 Division which killed the LTTE leader Velupillai Prabhakaran at Nandikadal, Mullaitivu. Asoka Jayawardena
Major General Deshamanya Asoka Kanthilal Jayawardena, Rana Wickrama Padakkama, RWP, Rana Sura Padakkama, RSP, Vishista Seva Vibhushanaya, VSV, Uttama Seva Padakkama, USP, was Sri Lankan senior army officer and politician. He was the former Provincial Governors of Sri Lanka, Provincial Governor of the Governor of North Eastern Province and Secretary to the Ministry of Defence (Sri Lanka), Minister of Defence. Major General
Major general (abbreviated MG, maj. gen. and similar) is a military rank used in many countries. It is derived from the older rank of sergeant major general. The disappearance of the "sergeant" in the title explains the apparent confusion of a lieutenant general outranking a major general, whereas a major outranks a lieutenant. In the Commonwealth of Nations, Commonwealth and in the United States, when appointed to a field command, a major general is typically in command of a Division (military), division consisting of around 6,000 to 25,000 troops (several regiments or brigades). It is a two-star general, two-star rank that is subordinate to the rank of lieutenant general and senior to the rank of brigadier or brigadier general. Jayanath Colombage
Admiral Jayanath Colombage, RSP, VSV, USP, FNI is a Sri Lankan flag officer and diplomat. He was the Secretary of the Ministry of Foreign Affairs (Foreign Secretary) until 2022, prior to which he served as Additional Secretary to the President for foreign relations. A career naval officer, he had served as the Commander of the Sri Lankan Navy, the professional head of the navy from September 2012 to June 2014. Shantha Kottegoda
General Shantha H.S. Kottegoda, WWV, RWP, RSP, VSV, USP (born November 6, 1949) is a retired senior Sri Lanka Army officer. He was the seventeenth Commander of the Sri Lankan Army from 1 July 2004 – 5 December 2005. He had served as the Sri Lankan Ambassador to Brazil and Thailand. In April 2019, following the Easter Sunday bombings he was appointed as the Permanent Secretary to the Ministry of Defence. Shantha Kottegoda has served the Sri Lankan Army for 35 years throughout the island. He has been involved in both the 1971 and 1987–89 JVP Insurrection as well as the Sri Lankan Civil War, participating in major operations against the LTTE in the North and East of the country. General (Sri Lanka)
General (abbreviated as Gen.) is the highest attainable and full general rank of the Sri Lankan Army and was created as a direct equivalent of the British military rank of general; it is also considered a four-star rank. The rank of full general is not always given; this rank is held by a Chief of the Defence Staff (if the chief is appointed from the army and not from the navy or the air force) or is mostly awarded as a ceremonial rank to the Commander of the Army on his day of retirement. General Hamilton Wanasinghe, VSV (born 1935) was a Full General in the Sri Lanka Army. General S. Cyril Ranatunga, VSV (19 February 1930 – 16 June 2021) was a Sri Lanka Army officer. He served as Secretary of Defence, General Officer Commanding, Joint Operations Command and Chief of Staff of the Sri Lanka Army during the 1980s. He was also the Sri Lankan High Commissioner to Australia and High Commissioner to the United Kingdom.
